The President of the Republic, Bajram Begaj, spoke in a television appearance about the decree on the date of the partial local elections and the numerous debates over the Municipality of Tirana.

Begaj said that the presidential decree and the Constitutional Court's decision cannot be balanced.

Further, Begaj stated that referring to the dismissal of Erion Veliaj from the position of mayor, the decision was made by the Council of Ministers and was proposed by the Municipal Council based on his absence from duty and not for the violations for which he is accused.

Begaj said that the decree was made after an analysis of each party's claim.

Regarding the Constitutional Court's decision on Veliaj's appeal, the president stated that the decree does not deny the parties the right to take their claims to the relevant instances and there is still no decision from the Court of Cassation.

The decreeing of the date, said Begaj, was done in respect of constitutional competence.

"A balance cannot be established between the presidential decree and the decision of the Constitutional Court. The mayor was dismissed by the Council of Ministers with a VKM after the proposal of the Municipal Council, which found a legal reason for not appearing for duty. The government in the announced decision says that the dismissal was made with the motivation of not appearing for duty. This dilemma was consulted with the team and each claim of the parties was analyzed. After a discussion. They assured me that in respect of constitutional principles, the president must exercise the constitutional competence to issue the decree for the elections. By issuing the decree, the parties were not denied the right to bring their claims to the relevant instances. As far as I know, the Constitutional Court has not yet made a decision.

"I cannot comment on the decision of the Court of Justice, it is within its right to implement the legal obligation. When we issue an act, we make sure to take into account every claim ," said Begaj. /CNA
