The head of PL, Ilir Meta, held a meeting in Pogradec for Persons with Disabilities. Meta said that there are about 140 thousand people with disabilities in Albania and only half of them receive financial assistance.

He presented his program for people with disabilities, where he proposed help in several areas, in guardianship, developmental therapies in dedicated centers, education and training programs and disability re-evaluation commissions.

Also, Meta stated that it will propose drug treatment for PWDs and free transportation.

The Freedom Party, during this period, has advanced with other concrete proposals to help PWD categories, whether they are children or adults, such as: Custody; Developmental Therapies in Dedicated Centers; Education and learning programs; Drug treatment, which I want to let you know too.

1. Guardianship

Guardianship of Persons with Disabilities (PWD) is a very delicate problem that requires concrete and immediate solutions. It is a fact that the payment for PWDs and their helpers is an average of 10,000 ALL per month, an amount that cannot even help with their basic needs. While parents or other relatives, you have to continuously take care of disabled people, not having the opportunity to work and therefore not even have seniority.

The Freedom Party proposes the recognition of guardianship and seniority at work for all categories of Persons with Disabilities, as well as the doubling of the monthly payment, both for the PWD and for the persons who care for them.

2. Development Therapies in Dedicated Centers

Tirana today has only 1 specialized center for PWDs, where specialists in this field serve and which is financed by the Ministry of Health. While the 5 social centers of the Municipality of Tirana are multifunctional, they serve many problems such as: welfare services, employment promotion services, risk prevention services, etc., problems very different from the specifics of the treatment of PWDs and with very limited time and insufficient for them.

The Freedom Party undertakes to take the leadership of the Municipality of Tirana and the City Council to plan the construction and addition of centers dedicated only to Persons with Disabilities, where not only their treatment is done, but in the first place early diagnosis.

3. Education and learning programs

Education and learning programs for children with autism spectrum disorders and PWDs require appropriate school infrastructure for them. Unfortunately, our schools do not really provide these opportunities for the education and learning of these children.

The Freedom Party is committed to taking immediate measures to create the necessary infrastructure, in kindergartens and schools, for children with disabilities, providing inclusive and effective learning environments.

The Freedom Party is also committed to the addition of support teachers and dedicated specialists for children with disabilities, to reach the ratio of One (1) support teacher/dedicated specialist for each child with disabilities.

4. Treatment with drugs

Drug treatment is an important part of the treatment of PWDs. Today, unfortunately, in Albania the reimbursement of these drugs is zero!

The Freedom Party is committed to reimbursing the drugs that will be given by the doctor to persons with disabilities, thus removing a burden and high cost for the families of these persons.

5. Free public transport

In the meantime, another request of yours has been answered, that the entire PWD category have free public transport. This request is already a promise of the candidate of the Together We Win coalition, Mr. Belind Këlliçi, which will become a reality by taking over the management of the Municipality of Tirana and the Municipal Council.

6. Disability Reassessment Commissions

In order to ease the financial costs of families with PWDs, but also to ensure a continuous follow-up of them as best as possible, the Freedom Party proposes year-round follow-up, by the family doctor, according to a specific protocol for these people in in a way that makes it possible to avoid the annual appearance before the Disability Reassessment Commission and making it possible to appear before them once every 3 or 5 years./ CNA.al
