Prime Minister Edi Rama has made another reaction to the suspension of Belinda Balluku.

Through a video shared on social media, Rama has reiterated his previous statement that the agreement with Canada on air flights has been suspended.

The Prime Minister said that in addition to this, 35 other decisions have been blocked, as only the minister has the right to sign and cannot delegate it.

Further, the Prime Minister said that the mouse of the imbalance of powers with the suspension of a minister without a final decision would turn into a wolf.

Rama said that the government's appeal to the Constitutional Court has nothing to do with the name of the minister himself.  

 

" Maybe it's too much, but the examples I bring are to show how excessive the suspension of a minister is. Because in fact, unlike any other political functionary, the suspended minister not only cannot sign anything himself, but no one else can sign on behalf of the department. Because the Constitution gives the minister and only him exclusive authority, which cannot be delegated to anyone else. That is why the suspension of a minister is absurd as a concept, because it blocks the entire decision-making chain for all the sectors that the minister covers.

Among the things that have been blocked by the suspension so far is the agreement with Canada on air flights, which we are now trying to resolve with the Ministry of Foreign Affairs.

What about the other 35 government decisions? What about the construction permits for investments in renewable energy, in infrastructure, in public buildings that have passed through the KKT and cannot be cleared without the suspended signature. How are we going to do it? These are blocked jobs that will increase daily. That is why I have gone to the Prosecutor's Court. Because I am not here to talk about the principle of not undermining the balance of powers theoretically. I am not talking theoretically and I am not here to interfere in the work of the prosecutor and the judge in question.

I am talking about the concrete violation of the balance of powers, about the concrete brutal intervention in the intervention of the government. About the concrete taking of the powers that the Constitution gives to the prime minister. And it does not say anywhere that they can use them according to pleasure or need and prosecutors and judges. Even more specifically, I am talking about how touching all of these blocks the work in the relevant sector, which includes that agreement with Canada that I mentioned yesterday. I mentioned it because I feel the crack that has been going on for so long that we are trying to open those transoceanic flights with Albania and a fantastic first agreement for many Albanians living in Canada. And this agreement is blocked because this stick comes out in our wheels. As I explained, it also answers the question because this does not dismiss the minister. Not because removing the minister in this case would not solve this fundamental problem but would create another fundamental problem for tomorrow, not only for me but for every government tomorrow. The rat of the imbalance of powers would be overcome by the idea that ministers can be removed without a trial, without a final decision, without resignation, without a decision by the prime minister, simply a security measure of a court of first instance would be enough, it would turn into a wolf. It would bite governments, despise parliaments, mock the popular vote from which the composition of every government originates. That's why I went to the Constitutional Court and that's why this completely political battle, to lift the first suspension in the world of a minister with a court decision, has nothing to do with the name of the minister himself , "said Rama./CNA
