Parliament appeals CEC's blocking of the draft law on "open

The Albanian Parliament has today requested an appeal of the Central Election Commission's decision to block the draft law proposed by MP Nasip Naço.

This draft law, which provides for the transfer of convicts to open prisons, has raised concerns about electoral influence, as it is considered to favor a certain category of the population, creating a connection with the May 11 election period.

The CEC has blocked this draft law and argued that it has a potential impact on the elections, but the Assembly has opposed this and submitted a complaint to the Complaints and Sanctions Commission (KAS), emphasizing that it has no direct connection to the elections.

"The interpretation of the State Election Commissioner, regarding the granting of benefits to certain categories of the population, is broad and exceeds the provisions set forth in the Electoral Code. Moreover, in the jurisprudence of the Electoral College and the administrative practices of the CEC, it is clearly emphasized that the prohibition of the use of public resources for electoral purposes during the prohibition period should be interpreted narrowly and limitedly," the complaint states.

The draw for the appointment of the rapporteur on the case has announced Ilirjan Rusmali as the rapporteur of the Assembly's complaint. /CNA
