"The future of the Western Balkans is in the EU"/ Summit declaration

The EU-Western Balkans summit, held this Wednesday in Brussels, ended with the signing of a joint declaration.

Through the declaration, EU leaders reaffirmed their full and clear commitment to the membership of the countries of the region in the European Union.

We, the leaders of the European Union (EU) and its Member States, in consultation with our Western Balkan partners, have today reached the following conclusion:

Today's summit serves as a testament to the strong foundations of our relationship and the benefits it brings to our citizens. Russian aggression against Ukraine and intensifying geopolitical challenges highlight the need for ever stronger ties between the EU and the Western Balkans. The summit is the most important occasion of the year to reaffirm the strategic partnership between the European Union and the Western Balkans.
We reaffirm our full and unequivocal commitment to the prospect of the Western Balkans joining the European Union. The future of the Western Balkans lies in our Union. Enlargement is a realistic opportunity, which we must seize.
We welcome the new energies and progress made since the last summit. Accelerating the accession process, based on credible reforms by partners, fair and rigorous conditionality and the principle of own merits, is in our common interest.
Enlargement is a geostrategic investment in peace, security, stability and prosperity, as stated in the Granada Declaration.

The exigencies of our time require sustained momentum. Aspiring members must intensify their reform efforts. At the same time, the European Union must intensify its work on the ground and its internal reforms.
The EU welcomes the commitment of the Western Balkan partners to upholding European values ??and principles, in accordance with international law and giving priority to the principles of democracy, fundamental rights and values ??and the rule of law, and expects them to demonstrate this both in words and in action by undertaking and implementing the necessary reforms, particularly in key areas.

Liria e shprehjes, media e pavarur dhe pluraliste, barazia gjinore dhe roli i fuqishëm i shoqërisë civile janë vendimtarë për të garantuar funksionimin e demokracisë. BE-ja u bën gjithashtu thirrje partnerëve të garantojnë të drejtat dhe trajtimin e barabartë të personave që u përkasin pakicave.
Bashkëpunimi gjithëpërfshirës rajonal, pajtimi dhe marrëdhëniet e fqinjësisë së mirë mbeten çelësi për ndërtimin e një të ardhmeje të përbashkët dhe për zbatimin e marrëveshjeve ndërkombëtare në mirëbesim dhe me rezultate të prekshme, duke përfshirë Marrëveshjen e Prespës me Greqinë dhe Traktatin për Miqësinë, Fqinjësinë e Mirë e Bashkëpunimin me Bullgarinë.

Ne qëndrojmë të bashkuar në mbështetjen tonë të palëkundur dhe solidaritetin me Ukrainën, pasi ajo mbron sovranitetin dhe integritetin e saj territorial kundër luftës së paprovokuar dhe të paligjshme të agresionit të Rusisë.

Ne përsërisim mbështetjen tonë për një paqe gjithëpërfshirëse, të drejtë dhe të qëndrueshme në Ukrainë, bazuar në Kartën e OKB-së dhe të drejtën ndërkombëtare. Ne do të vazhdojmë të investojmë në qasjen shumëpalëshe dhe të bashkëpunojë me partnerët për të respektuar të drejtën ndërkombëtare.
Harmonizimi me Politikën e Përbashkët të Jashtme dhe të Sigurisë (CFSP) të BE-së, duke përfshirë futjen në fuqi dhe zbatimin e masave kufizuese të BE-së dhe parandalimin e anashkalimit të tyre, mbetet një shprehje e fortë e zgjedhjes strategjike të një partneri.

Ne përgëzojmë ata partnerë të Ballkanit Perëndimor që kanë arritur tashmë harmonizimin e plotë dhe u bëjmë thirrje atyre që nuk e kanë bërë ende këtë që të ecin në të njëjtat hapa.
BE-ja mirëpret kontributet e partnerëve në misionet dhe operacionet e Politikës së Përbashkët të Sigurisë dhe Mbrojtjes së BE-së. BE-ja vazhdon të mbështesë Ballkanin Perëndimor në trajtimin e kërcënimeve kibernetike dhe kërcënimeve të tjera hibride, manipulimit dhe ndërhyrjeve të huaja në informacion, si dhe për forcimin e mëtejshëm të bashkëpunimit për të zhvilluar qëndrueshmëri, duke përfshirë Qendrën e Kapaciteteve Kibernetike të Ballkanit Perëndimor dhe Mburojën Evropiane të Demokracisë.
Ne mirëpresim partneritetet e para të sigurisë dhe mbrojtjes në Ballkanin Perëndimor dhe nisjen e dialogëve të sigurisë dhe mbrojtjes. Ne mbetemi të përkushtuar për mbështetje të vazhdueshme në kuadër të Instrumentit Evropian të Paqes.
BE-ja vazhdon të jetë e përkushtuar në afrimin e partnerëve të Ballkanit Perëndimor me BEnë që në fazën e procesit të zgjerimit. Gradual integration, carried out in a reversible and merit-based manner, is underway in several policy areas, bringing concrete preliminary benefits to citizens and preparing the ground for membership.

Duhet të merren parasysh propozime të mëtejshme për integrimin gradual, në përputhje me harmonizimin përkatëse me legjislacionin (acquis) e BE-së. Përparimet në drejtim të integrimit ekonomik duhet të ruajnë plotësisht integritetin e tregut të vetëm të BE-së dhe kushtet e barabarta.
Ne mirëpresim progresin në integrimin gradual të partnerëve të Ballkanit Perëndimor në Tregun e Vetëm të BE-së, duke përfshirë në: – vënien në zbatim të nismave të Rrugës së Shpejtë të Tregut të Vetëm, zgjerimin e korsive të gjelbra midis BE-së dhe Ballkanit Perëndimor dhe financimin e modernizimit dhe harmonizimit të kalimeve kufitare; – aderimin e suksesshëm të disa partnerëve në Zonën e Vetme të Pagesave në Euro (SEPA) me të tjerë në rrugën e duhur për t'u bashkuar, duke ulur ndjeshëm kostot e transaksioneve bankare; – – joining or replicating digital initiatives, such as the Digital Innovation Hubs, WiFi4WB and the EU Digital Identity Portfolio; reducing roaming costs for the internet between the EU and Western Balkan partners as of 1 October 2023, confirming the commitment and process of extending the EU “Roam like at Home” area to the Western Balkans, allowing citizens to call, send messages and use mobile internet anywhere in the EU and the region at no additional cost.

The Growth Plan will accelerate socio-economic convergence between the Western Balkans and the EU, provided that partners implement EU-related reforms. The Growth Plan has the potential to accelerate economic growth in the region over the next decade by providing up to €6 billion for reforms and investments.

This comes on top of the €29 billion being disbursed through the Economic and Investment Plan. The EU calls for making the most of the extraordinary opportunities offered by the Growth Plan through timely implementation of reforms.
The EU stresses that the Regional Common Market serves as a catalyst for deeper integration and a step towards the EU Single Market. The EU calls on the Western Balkans partners to fully engage in constructive cooperation to make it a reality and to implement the agreements reached.

The EU welcomes and will continue to support the strengthening of connections, including in the fields of energy, transport and digital, within the region and with the EU. The EU continues to support ongoing efforts to diversify energy sources and routes. This will increase our energy security and reduce dependencies.

The EU will continue to contribute to the energy transition in the Western Balkans.
Managing migration remains a key challenge and shared responsibility.

While progress has been made, further action is needed by the Western Balkans partners to fully align their visa policies with the EU, to combat migrant smuggling and trafficking in human beings, and to further strengthen border management, asylum and reception systems and returns to countries of origin.
Joint efforts should also continue in the fight against corruption, drug trafficking and all forms of serious and organised crime, as well as in preventing and combating terrorism and violent extremism in line with the recently signed new Joint Action Plan, and in the context of the launch of the European Coalition Against Drugs (ECAD) to tackle drug-related challenges.
The lack of normalisation of relations between Pristina and Belgrade continues to hinder both partners on their path towards Europe.

All agreements reached in the EU-facilitated Belgrade-Pristina dialogue should be implemented, in particular the Agreement on the Roadmap to Normalisation and its Annex. Support under the Reform and Growth Instrument for the Western Balkans is conditional on constructive engagement by partners with measurable progress and tangible results in the normalisation of their relations.
We underline the importance of continued mutual efforts in strategic communication, including on the benefits of enlargement and gradual integration, as well as the need to build trust, understanding and inter-societal consensus.

We expect our Western Balkan partners to inform their publics that the EU remains the region's closest partner, as well as its main donor, investor and trading partner, and to demonstrate their commitment to EU values ??and reforms through words and actions.
We look forward to the next EU-Western Balkans summit in Montenegro in June 2026.
