Meta's treatment in prison/ PL requests interpellation with Lamallari

The Freedom Party has requested an urgent interpellation with the Minister of Justice, Besfort Lamallari.

In the request submitted by PL, it is stated that the interpellation is requested regarding the implementation of the Ombudsman's recommendations for the treatment of Meta in prison 313.

PL requests a response from the ministry on whether it has been informed of the full content of the recommendations and what concrete measures have been taken.

Since November 27, 2025, when the Ombudsman officially forwarded to the Ministry of Justice, the General Directorate of Prisons and the IEPV “Jordan Misja” 9 concrete recommendations regarding extremely serious and systematic violations of human rights against Mr. Ilir Meta, no real and effective measures have been taken to improve his treatment conditions and to stop inhuman and degrading practices.
This deliberate inaction, in open contradiction with the Constitution of the Republic of Albania, the European Convention on Human Rights and Law No. 81/2020, constitutes a serious violation of the legal and international obligations of the Albanian state and a dangerous precedent for every citizen deprived of liberty.
No surprise from a regime that has transformed Albania today into the only NATO member country where there are political prisoners.
Faced with this alarming reality and in the conditions where institutional silence has become co-responsibility, in the name of the public interest and the protection of fundamental human rights and freedoms, I am obliged to exercise the constitutional means of parliamentary control.
For this reason, based on Article 80, point 1 of the Constitution and Article 96 of the Rules of Procedure of the Assembly, I have officially submitted a request for interpellation to the Minister of Justice, Mr. Besfort Lamallari, with the aim of public and institutional clarification on:
the non-implementation of the recommendations of the Ombudsman;
the lack of administrative, disciplinary and criminal measures against those responsible;
the failure to guarantee the security, human dignity and fundamental rights of Mr. Ilir Meta;
the lack of effective mechanisms of supervision and accountability in the penitentiary system.
This is not a political issue, but a fundamental issue of the rule of law. The battle for respect for the rights of Mr. Ilir Meta is a battle for respect for the rights of every Albanian citizen and for the functioning of a state that does not use justice and prisons as instruments of political pressure.
Vladimir Putin never denied Alexei Navalny freedom of expression. Even from prison in the Arctic, where he later lost his life, Navalny spoke freely to the media, denounced the inhumane conditions of treatment and openly criticized the authoritarian regime.
In Albania, the opposite is happening, Ilir Meta, isolated in extreme prison, has been deprived of the right to communicate with the media. By order of Edi Rama, he has been banned from freedom of speech and has been punished twice just because he managed to communicate indirectly with journalists.
When Tirana behaves worse than the Kremlin, any rhetoric about European integration collapses and turns into hypocrisy.
Every day that passes without the 9 recommendations of the People's Advocate being implemented proves that the detention, investigation and imprisonment of Ilir Meta are criminal political acts, dictated by the personal will of Edi Rama.
Respect for the European Convention on Human Rights is not an option, but a non-negotiable legal obligation for Albania, as a member state of the Council of Europe, of NATO and as a candidate country for the European Union.
The battle for the freedom of Ilir Meta is a battle for the fundamental freedoms and rights and human dignity of every Albanian citizen, for respect for the ECHR, the Constitution and the law.
In the face of a justice system politicized and controlled by the government and a state that functions as a criminal organization, it is not simply a political leader who is being defended, but the principle that no one should and does not deserve to be a victim of a politically commanded system.
This is not a political battle, but a fight for democracy, for the rule of law and for the European Albania that we deserve.
This interpellation is a direct exercise of parliamentary control, in the service of transparency, accountability and public interest.
Meanwhile, today, I have also addressed a request for information to the Director General of Prisons, Mr. Klevis Qose, regarding the reasons for the non-implementation of the Ombudsman's recommendations, reminding him that he is on the verge of committing a criminal offense, for which we are also preparing a criminal report against him.
