The spokesperson for Anti-Corruption in the Democratic Party, Genta Vangjeli, denounced from the blue headquarters that the Rama government counts 13 cases lost in Arbitration and there are millions of euros to be paid.

Vangjeli emphasized that the Berisha government has lost only one case in Arbitration.

According to Vangjeli, until now the Albanian state recognizes the initial obligation of 197.2 million euros related to the arbitrations.

In the mid-year report of the Ministry of Finance for the implementation of the 2023 budget, the arbitration obligations of the government of Albania are given, money that comes from citizens' taxes.

- The issue of improving the Sewerage System of Greater Tirana. The case is in process for the contract concluded in 2014 with the contractor 'Dondi, Italy & Kubota'- Japan with a value of around 81 million Euros. The Albanian state only paid 2 million euros for administrative costs, representation and legal costs.

– Case for the Project of renewable energy production and waste management-plaintiff Hydro Srl.

According to the court's decision, Hydro will pay Albania 60,000 euros and court costs, while the state budget pays 491,000 euros for the representation and defense costs of RSh.

– The case for the winner of the international tender Arka Energy BV for the construction of the Photovoltaic Park in Akërni (Vlora) in 2018.

It was not possible to sign a contract between the parties for the start of the project implementation. Therefore, the company sued RSH in Arbitration. The case was discontinued in July 2022, due to non-payment of the advances required in the Financial Administrative Regulation of Arbitration, and the Albanian state recognizes and is paying the administrative costs for this case in the amount of 2 million euros.

– The issue of the unilateral termination of the concession contract 'For the Management, operation, maintenance and technical improvement of the container terminal at the Port of Durres', as well as due to the acquisition of the terminal's assets by the Port Authority of Durres.

In the process, plaintiff Durrës Kurum Shipping and others, against the Albanian state. The amount of compensation claimed by this company is in the amount of 100 million Euros. The Albanian state is currently paying administrative costs and legal consultancy in the amount of 2.5 million euros.

– The case won by the Albanian state for the termination of 3 agreements for hydrocarbons with GBC OIL Company.

For this matter, the Albanian state recognizes the obligation to pay the plaintiff GBC OIL Company in the amount of 13.3 million euros for mining rent as well as legal costs of 1.6 million euros.

– The issue of the non-recognition of 600 million dollars by Albpetrol during the implementation of the Hydrocarbon agreement with the plaintiff Bankers Petroleum Albania (BPAL) in Patos-Marinez, for which the Albanian state is paying the legal costs for the representation procedures in the amount of 6.3 million euros.

– Arbitration case with STARBRIDGE in the Port of Karpen HFË LLP value 500 thousand euros.

- The case with TIA, value 250 thousand euros

– The issue of the refusal of the Albanian state to grant an environmental permit for the construction of a thermal power plant in Korce with the plaintiff Austrian company IVICOM Holding for the planned project of 618 million dollars.

– The issue with the company 'Valeria srl', regarding a strawberry and tomato farm enterprise, for which the Albanian state is paying administrative costs worth 1.9 million euros.

– The issue related to the renewable energy production and waste management project with the plaintiffs AlbaniaBeg Ambient shpk, Construzioni srl and Angelo Novelli, who seek compensation for the cancellation of the contract for the import and processing of waste for energy gain, decision which was taken after numerous civil protests in 2014.

Currently, the Albanian state is responsible for the costs of legal representation in the amount of 1.2 million euros.

Until now, the Albanian state recognizes the initial obligation of 197.2 million euros related to arbitrations.

In the meantime, the payments of law firms related to the Arbitration procedures continue.

Only for the year 2023, 2.8 million euros were paid to foreign studios contracted by the Albanian state in connection with arbitrations.

And half of that value goes to Omnia Strategy, Tony Blair's wife's company.

While the Berisha government counts only 1 case lost in Arbitration, the one for the construction of the Gjirokastër-Tepelen road segment, the 2005 contract, the Rama government counts 13 cases in arbitration.
