The deputy of the Democratic Party, Oerd Bylykbashi, has reacted regarding the final report of the OSCE-ODIHR mission for the May 14 elections.

He describes the report as "a handful of mugs" for the local elections, as he says that it is one of the blackest reports in 30 years.

Through a status on social networks, Bylykbashi declares that the report for May 14 can only be compared with that of 2001.

The MP lists some of the ODIHR's recommendations, as well as accuses the majority and Prime Minister Edi Rama.

The ODIHR report throws a punch at the May 14, 2023 elections.

Among the darkest reports in 30 years. The only one that compares to it is the 2001 report.

The government has massively abused state power and resources in favor of its candidates, breaking the equality of competition required by OSCE standards. The report lashes out at the CEC for opening the door and allowing the government to abuse and violate the law that the CEC has the duty to guarantee. Priority recommendation no. 1: Those responsible who have violated equality in elections by abusing state resources and power to gain electoral advantage should be investigated.

Pressure was put on the voters, including on the administration with jobs, state services and by threatening the Prime Minister that their funding will be cut off if they vote for the opposition. So voters were not free. Priority recommendation no. 1: Those responsible who exerted pressure on voters should be investigated.

Voting secrecy has been violated during voting by commissioners or other persons as well as electronic voting operators, frequently allowing family voting, group voting, voting on behalf of other voters or instructing voters how to vote in secret chambers. A vote that is not secret is not free. Priority recommendation no. 1: Those responsible who violated the secrecy of the vote should be investigated.

Patronage and the use of voters' personal data, used by the SP, has been used to control voters en masse. This constitutes a violation of the freedom of voters. Priority recommendation no. 1: Those responsible for the violation of freedom and who have exerted pressure on the voters should be investigated.

Vote buying has been a problem for a long time and has undermined the integrity of the elections, says Priority Recommendation No. 2. It clearly flogs those responsible who have not done anything to attack this crime (in 2017 the buying and selling of votes became an act of corruption and from 2020 SPAK has the exclusive responsibility to investigate and punish it, but according to ODIHR it turns out that nothing has been done). Priority recommendation no. 1: Those responsible for buying and selling votes should be investigated.

It is enough to read priority recommendations 1-5 and the conclusion is that the elections were not fair, free or equal. It means that the elections were not fair and democratic.

If you go a little beyond the diplomatic cover of the entry and read the details of the findings, the report is full of violations. Same as in 2001.

Edi Rama returned the elections 22 years later. Don't be surprised if he comes out tomorrow and says: The ODIHR report is Chinese./ CNA
