Former Prime Minister Edi Rama in a press conference before the start of the protest stated that he will not be present at the Council for Regulation, Mandates and Immunity in the Presidency of the Assembly, where SPAK's request to him will be discussed. 

"In order to provide a legal solution, which is impossible in this narco-republic, the parliamentary group addressed the Constitutional Court not for Sali Berisha, but addressed the Constitutional Court to protect the power of the parliament. The immunity of the deputy is protection for the parliament and its functioning. The parliamentary group turned to the Constitutional Court to show the place to those who might think of usurping a power they don't have. In these circumstances, Edi Rama and his cronies ran to the parliament to ask them to replace the unconstitutional measures they have given me with more severe measures, prison arrest or house arrest.
This is an affront to parliament. This is his declaration an office of legalization of illegal actions, an office of amnesty for illegal acts, notary office. That's why today I could never be in that commission, accept such a public humiliation of the institution, which according to the Constitution is the central institution of the parliamentary republic. Today we start the battle in the streets, we transpose it from the parliament to the streets. We will continue in parliament", said Berisha.
