So, Rama does not want the news to be the name of the minister, but the structure, the formation of the governing pyramid to put it in the function of Albania's integration according to the chapters opened by the EU.

On the other hand, one by one according to the ministries, he will announce the priorities and then the ministers. The speech can be 1 hour or 1 hour and 30 minutes as he prefers to speak and then at the end we will have two minutes of reading names.

This must be the part that Prime Minister Rama enjoys the most when he sees the faces he sees full of anxiety, somewhere with a smile, someone who does not meet expectations, someone who loses their job or someone who suddenly becomes happy. So far, there is nothing to comment on.

The Head of the Special Prosecution Office against Corruption and Organized Crime, Altin Dumani, has paid an official visit to Montenegro. Dumani met with his Montenegrin counterpart Vladimir Novović. Arbër Veliaj, the brother of the arrested mayor of Tirana, Erion Veliaj, who is in Durrës prison, is being investigated by SPAK for transactions with his company "Gogel", but also for other financial movements.

According to data provided by CNA, Google is a partner of one of the largest advertising companies in Europe, the French company Publicis, from which it has been able to secure dozens of clients. A partner of Publicis for Google is not insignificant.

The relationship came after a discussion and signing of a contract in Vienna, where "Gogel" will be the partner of "Publicis" for Albania. Coordination is then done from Belgrade. It is not for nothing that "Gogel" has become a partner of "Publicis", the brilliance and the contract came with the arrival of Erion Veliaj and Rilindja in power.

"Gogel" or Arbër Veliaj in attack against SPAK

At the beginning of the investigations against Erion Veliaj and his calls to SPAK, a brutal attack began in the media against SPAK, mainly against prosecutor Ols Dado, but also against Altin Dumani and the institution as a whole.

There were also attacks on judges Engert Pëllumbi and Erjon Bani, to the point of unbelievable banality, with schemes and scenarios that were dictated by Erion Veliaj's phone calls in Durrës prison with his brother Arbri.

The judges were just doing their job, the prosecutors were investigating the mayor of Tirana, who today faces 13 serious criminal charges and has been brought to trial.

But, in the media where companies that were clients of "Google", the partner of "Publicis", advertised, they remained silent about the SPAK investigations, the wiretaps were not published, the file and the accusations were not published, but the attack on SPAK and the judges of the GJKKO began, a criminal attack with defamation, insults and fraud.

So, some companies, international brands, that trust their campaigns to "Google", through "Publicis", "Google" takes them to the media and Arbër Veliaj has his unquestionable access there. It was precisely these, the media where "Google" advertised, that harshly attacked SPAK and remained silent about the accusations against Erion Veliaj.

Who paid for the article? It is not a single article or an isolated case. There are hundreds of thousands of euros spent by Arbën Veliaj on lobbying and media payments. Their main legal source is the company "Google".

So, simply put, "Publicis" and various businesses pay "Google" for advertising campaigns, Arbër Veliaj makes profits and creates contacts with the media. With the money he earns, he pays for lobbying, and why not attacks.

The question arises: why were the media paid for by "Google", which have international brands coming from "Publicis" or advertising from "One" the ones that attacked SPAK and prosecutor Ols Dado the most?

In fact, everything is clear, as we emphasized above. Companies advertise to Arbër Veliaj, he does the service and earns his income. With the money he earns, he protects his brother. With the money he distributes as advertising, he protects his brother and makes propaganda for his brother, there is not much need to order articles and attacks against SPAK. Someone even does it willingly. It is enough to look at the income of Mero Baze's "Tema" newspaper, which was paid hundreds of thousands of euros by Arbër Veliaj of "Google".

With various advertisements from this company, the money was so much that Baze could not stand it and had to become a real media swindler, a public deceiver accusing prosecutors and this is not the only case . There are many media outlets that have been paid by "Google" and then these same media outlets have attacked SPAK and the prosecutors.

With the money of international companies and brands and the company "One", which provides the service, attacks on SPAK have been financed, because from this income Arbër Veliaj has earned lek. With this money he has realized his profits, which he does lobbying, publications and writings in international media, such as the case of "The Economist" that we mentioned above.

With the money of "Publicis" clients, with the money of clients of other businesses of Arbër Veliaj, now under investigation by SPAK for his financial transactions, he has generated profits and income, which he uses in the battle against SPAK, in lobbying battles, to pay lawyers, and even in media attacks, which come in a criminal manner against prosecutors, on a continuous basis.

The Director General of the Territorial Development Agency, Adelajada Rroka, in her analysis during the presentation of the legal package for the protection and control of the territory with administrative and penal measures, listed the challenges and issues of territorial control.

Problematika që e hasim më së shumti është shitja disa herë e njësive ndërtimore që është jo vetëm një problem serioz, por njëkohëshisht edhe një vepër e rëndë penale për të cenuar disponimin e qetë të pronës, kjo ka të bëjë me mekanizmin e mosndëshkueshmërisë të këtyre zhvilluesve. Nga  njëra anë kemi zhvilluesit që vënë në lëvizje të gjithë arkitektët dhe mekanizmin tjetër të anës përballë tyre arkitektët, inxhinierët dhe supervizorët.

Problematika tjetër që dua të rendis është mungesa e përgjejgësisë profesionale e disave prej tyre, duke përjashtuar një pjesë të mirë të njerëzve që e respektojnë. Janë këta inxhinierë dhe mbikëqyrës kantieresh, të cilët i ndeshin, i pranojnë në mënyrë fiktive dhe firmosin këto akte, të cilat janë totalisht në shkelje me lejet ndërtimore të lëshuara nga institucionet. Janë pikëriosht këta inspektorë të përcaktuar nga vetë zhvilluesi të cilët  në mënyrë fiktive pa e parë fare as katin, as sipërfaqen e gjurmës së objektit, pa parë as materialet e përdorura pikërisht në projektet arkitektonike të miratuara nga institucionet vendore dhe qendrore firmosin duke i certifikuar sikur janë të sakta. Kjo sjell pasoja të rënda.

Pamundësia për ta cerifikuar një objekt, i cili deformohet në këtë formë, fasadë, gjurmë, në metra katrorë me emërtime të çuditshme si duplex dhe baza ligjore nuk lejon certifikimin.

Problematikë tjetër është mospajisja me certifikatë pronësie që mna lidh me problemin e moskapitalizimit të pronës. Njerëzit për vite jetojnë me vite në shtëpi që nuk janë të certifikuara dhe nuk mund t’i tregtojnë, shesin, s’mund t’i bëjnë kolateral.

Këto ndërtesa janë të palidhura në mënyrë të ligjshme me energjinë elektrike dhe me ujin.
