One of the most important files and one of the touchstones of SPAK is the incinerator file, which began in Elbasan with an incinerator with an investment of 24 million euros from the Albanian government, which is not working, is out of order. Another in Fier with about 35 million euros, which is not working, and the Tirana landfill, where an incinerator was to be built, has not been completed . The Albanian state paid about 60 million euros, more than that was paid by private business, about 70 million euros, through the land deal signed by the directors of Erion Veliaj, so about 130 million euros, the Tirana incinerator .

This affair with the three incinerators, which are not working, have not been completed and will not exist, is the biggest issue that someone thinks will be closed, that it has been investigated a lot, that it has been closed with Lefter Koka, with Alqi Blako. With a minister who had no funds and budget and a general secretary.

In fact, the opposition often accuses SPAK and says that SPAK did not take Erion Veliaj as a defendant in the incinerator case, that SPAK did not investigate Erion Veliaj in the incinerator case . In fact, SPAK is not a notion in the air, it is not an ether. SPAK is an institution composed of 20 prosecutors who are independent and the person responsible for not completing the investigations by SPAK into the Tirana incinerator or not taking Erion Veliaj as a defendant is Dritan Prençi, one of the many SPAK prosecutors.

It is not the responsibility of the entire institution, there could be 15 incompetent prosecutors and 5 competent ones, the ratio could be different. But in this specific case there is a name and that is Dritan Prençi, the person who took SPAK hostage through the incinerator affair.

It is enough to see what the LSI said yesterday, it does not take SPAK as a defendant and Altin Dumani is to blame. It is enough to see what Mero Baze says day after day, SPAK is violent, SPAK has behaved badly with Erion Veliaj, SPAK has behaved badly with Ilir Meta, SPAK has done this, it has done that. In fact, SPAK did not arrest Ilir Meta at all, the police arrested him and left the bill to SPAK.

Erion Veliaj was not investigated by SPAK, but by two prosecutors, Altin Dumani and Ols Dado, so the prosecutors' responsibility is according to the law, it is well-defined .

In this specific case, we have a prosecutor like Dritan Prençi, who has taken SPAK hostage and left it every bill for the incinerator issue . The public articulation that is being made, the way it is being used, by analysts paid by Veliaj, by his brother, by the opposition, to target the institution, all together. But there is no collective responsibility. In the case of SPAK, the responsibility is individual.

Let us remember the case of prosecutor Edvin Kondili in connection with the "Ilir Beqaj" case. The head of the institution, as his duty dictates, maintained his position and that's it . We cannot expect Altin Dumani to do everything. The head of SPAK, Altin Dumani, will no longer be there tomorrow, what will happen to the others? The time of Arben Krajë will return, the stories with an institution that does not investigate, that does not complete investigations, that makes them disappear, and Dritan Prençat will be added to us.

What needs to be appealed today and a stance taken is that the institutions that control SPAK, before accusing the prosecutors who do the work, should go and verify what Dritan Prençi has done in almost 5 years of investigations into the Tirana incinerator. What Dritan Prençi has done for dozens and dozens of documents that are a direct accusation against Erion Veliaj. What Dritan Prençi has done when his colleagues Dumani and Dado found the "MEG Albania" files on Ajola Xoxa's computer. 

Why hasn't Dritan Prençi called him at least for this file that we recently learned about, when Veliaj's accusation was brought to court. Why doesn't Dritan Prençi call Klotilda Bushka, Ajola Xoxa, Erion Veliaj for "MEG Albania", for the Tirana incinerator?! Because Dritan Prençi seems to have taken SPAK hostage and wants to hide behind the name of the institution, leaving every bill of failure, lack of investigation, or attack that is made publicly and mediatically to the institution.

In fact, any stance towards SPAK should not be taken in groups, but with the names of individual prosecutors, who do not have ears to hear and eyes to see , or do not know how to read, or do not know how to listen?! In all of the latter, there is only one answer for them: They are parties to the affairs and scandals and seek to cover them up, finding ways for the responsible institutions to go and confront them with the facts and bring to justice every prosecutor of the Dritan Prençi format, or any other, who instead implements the law and does his duty, summons the persons in charge, collects documentation and evidence, if there is an accusation, files an accusation, if there is none, that means he is innocent.

But not like the case of Dritan Prençi, who has the documents in front of his eyes, which all Albanians know, the documents are signed by Erion Veliaj, by Erion Veliaj's directors, they were found on Ajola Xoxa's computer and Dritan Prençi does nothing , he simply and only takes hostages and hides behind SPAK./ CNA

SPAK prosecutor Dritan Prençi, more than in his role, the position for which he is paid and the duty he must perform, from everything we have seen at the beginning of the denunciation of the incinerators case and the investigations conducted by him, seems to be a LAWYER of the century.

WHY IS IT A QUESTION?

Dritan Prençi is a lawyer because he does half-hearted investigations. These are to save a person or a group of people.

Dritan Prençi is a lawyer for incinerators because he was in charge of the investigations into the Fier incinerator, which has not yet been completed, while according to the legal contract it should have been in operation for many years, and the most Dritan Prençi found was a "rakia cauldron" belonging to Alqi Bllako, and he did not hold any local official criminally liable for the issue of changing the location where the incinerator would be built, for the costs, for the land, and for everything else.

Beyond the public outcry, Armando Subashi did not bear any responsibility.

IS THIS NOT A PROTECTION OF AN OFFICIAL?

No other minister besides Lefter Koka took responsibility, as if he was alone.

Several officials were accused, but no one brought charges against those truly responsible for the nearly 35 million euros paid by the Albanian government, which are just a building and the culprit is a minister who does not have the funds.

DRITAN PRENÇI IS THE INCENERATORS' LAWYER because for years he has been investigating the Tirana landfill affair where the incinerator does not exist.

The Albanian state, up until the moment of its seizure, has paid not a little, but about 60 million euros, and more than that was received from the concession company through the signing of a contract on the land issue that CNA has reported without hesitation.

DRITAN PRENÇI has once again stuck with Alqi Bllako, Lefter Koka and after strong media insistence, he finally accused Mirel Mërtiri and some of his people as a structured criminal group.

BUT THE PEAR HAS ITS TAIL BACKWARDS

Again, Dritan Prençi is a lawyer for the incinerators on the land issue where several directors have signed and the private company has earned around 70 million euros and there was a collaboration where Mirel Mërtiri and the incinerator company paid funds to follow construction firms and take money from their pockets and throw it into the bag of corruption, into the bag of the incinerators affair.

Dritan Prençi has not indicted any director from those who signed this document that we have published endlessly.

There are tens of millions of euros in money with suspicious transactions for the purchase of companies, real estate that are still well known in Tirana that these assets obtained through clearing belong to Mirel Mërtiri and his people. Dritan Prençi has them there, he knows them well, but he doesn't see them, he doesn't seize them.

There are tens of millions of euros more given to the media, buying in this case the voice of truth of very few journalists, but of their owners so that they would not speak out, so that Dritan Prençi would not investigate, so that the incinerator file would be torn to pieces, so that mayors would not be arrested, so that Mayor Erion Veliaj would not take responsibility, but Dritan Prençi would continue his work as a lawyer in the incinerator affair in peace.

BUT CAN THE LAWYER DRITAN PRENÇI CLOSED THE AFFAIR OF THE CENTURY BY NOT SEQUESTING THE REAL ESTATE, BY NOT INVESTIGATING THE OFFICIALS WHO SIGNED THE LAND AFFAIR, by not finding the money that the media received until the end, and by not holding the media owners who used millions of euros of Albanian taxes to hold luxurious weddings in the lakes of Italy criminally liable?

The investigations and arrest of Erion Veliaj are one of the biggest events to have occurred in the justice system in Albania.

One of the strongest steps the prosecution has taken, one of the most solid positions the court has given, showing us that there are no longer any untouchables in Albania.

Except for a public opinion there is a division and there is an increasingly articulated demand. Said by many analysts or ordinary citizens: Why should Erion Veliaj be investigated or imprisoned for the Ajola panties, while he is not investigated for the incinerators or the "5D" file?

In fact, incinerators are the core of everything.

First, beyond the analysts who are paid to play the fool, Albanians should know that they are not related to each other, they are completely different issues. To put it simply, SPAK is not an abstract motion, it is an institution that has independent prosecutors, who have their own files and have their own legal responsibility, they have their own way of living.

There are prosecutors with character, honest, passionate, and true to their work. There are also prosecutors who sleep on files, who are scumbags, who lie, who pretend to investigate and then line their pockets, close files, and never start investigations.

This is the difference that people need to make and understand.

SPAK is an institution with 20 prosecutors, one prosecutor investigates according to legal powers, another one ignores the law, does his own thing. Another one pretends to be asleep, another one postpones cases endlessly, another one finds a case like this one of the incinerators to set Lefter Koka as a punching bag and leave him to pay for everything.

The incinerator issue is in the hands of prosecutor Dritan Prençi, who also handled the Fier incinerator issue, where local officials and even ministers escaped criminal liability.

Dritan Prençi is the prosecutor who has the Tirana incinerator file in his hands and Erion Veliaj has been in prison for months, but even before he was in prison, with the publication of the document that Erion Veliaj gave the OK for the Tirana incinerator or with his public statements in the Municipal Council that he wanted an incinerator and had not asked this institution at all, but asked many months later. Dritan Prençi did not have the courage to call Erion Veliaj to ask him.

Ask him about those documents that have been published in the media, ask him about the denunciations that the opposition has made, ask him about those hundreds and hundreds of pages that have been submitted as denunciations by CNA, by politicians, by citizens, by lawyers.

Dritan Prençi has the incinerator file there. "Meg Albania" was found on Ajola's computer and Erion Veliaj doesn't call him to ask him, he doesn't get him to include it in his investigative file.

This is the truth. A prosecutor like Dritan Prençi is sleeping on the incinerator file and neither Altin Dumani nor Ols Dado are to blame for this, who have investigated Erion Veliaj and have already brought 13 charges against him, 9 of which are for corruption, and it is not true that someone has been messing with Ajola's panties.

This is a media game, as mentioned by paid analysts who say that SPAK deals with Ajola's panties and does not deal with incinerators.

Yes, SPAK has dealt with Erion Veliaj and today he has 13 charges, there is also a faction file, he is being investigated, there are charges of corruption, laundering the proceeds of a criminal offense, bringing prohibited items into prison and failure to declare assets.

Meanwhile, Dritan Prençi, who has Erion Veliaj's documents in front of his eyes, has his signature in front of his eyes, the money that the media has received, has the partnership of Vjollca Hoxha, Lorela Hoxha with Mirel Mërtiri and Klodian Zoto in front of his eyes, has the structured criminal group in front of his eyes, some of which he includes, while some of which he does not.

Dritan Prençi has everything in front of his eyes, but he has the responsibility and the investigation because he is an independent prosecutor, Altin Dumani and Osl Dado do not. Even for the incinerators, the responsibility that is not being investigated, that the file is not being cleared up, lies with a single person, his name is Dritan Prençi.

Therefore, analysts and media outlets that claim to be truthful should say his name out loud.

If there is a man who is putting a lid on the incinerator file, it is DRITAN PRENÇI.

If there is a person who doesn't call Erion Veliaj about incinerators, it's DRITAN PRENÇI.

If there is a person who is covering the media's affairs with incinerators, his name is DRITAN PRENÇI.

If there is a person who has concealed the incinerator file and is hiding on behalf of the institution where he works, that is, on behalf of SPAK, because his colleagues who have no responsibility are also bearing responsibility, he is DRITAN PRENÇI.

The 19 SPAK prosecutors have no responsibility for the incinerators' file . The responsibility that is not investigated to the end belongs to only one name.  His name is DRITAN PRENÇI and we are writing it in capital letters.

And we will keep him on our page day and night until he completes the investigations into the incinerator file and never allows him to close the affair of hundreds of millions of euros of Albanians with the river cicadas in Dibër, by blaming Alqi Bllako or Lefter Koka.

If it doesn't get to the bottom of it, to Erion Veliaj or the money the media has received, Dritan Prençi has done nothing but make a hole in the water and doesn't deserve to be in that institution and be paid by the taxes of Albanians, who were stolen by the incinerators and who are being protected by a prosecutor like him./ CNA

We bring to the attention of public opinion once again the SPAK prosecutor, Dritan Prençi.

A man who has been standing over the incinerator files for more than 7 years. We have brought facts, evidence, we have said, "Do you see this document?", "Do you see this file?"

Dritan Prençi is one of the SPAK prosecutors like many others that we have continuously supported, but when the facts, documents, files and materials show us that there are problems, then some questions arise, some doubts arise.

Is he an incompetent prosecutor, is he a corrupt prosecutor, or what is happening to him?

The incinerator case is the case of the century.

Dritan Prençi had the opportunity to show how professional he was, how he investigated, how corruption was discovered, because his investigations do not simply begin with the Tirana incinerator, but start in Fier.

And, from Fier to Tirana, through the same people, Klodian Zoto and Mirel Mërtiri, and their political, clientelistic and corrupt connections, through what was actually called a structured criminal group two years ago, where many names are missing.

Dritan Prençi has so far indicted and investigated several officials, from the lower levels, i.e. the project implementation units, the lower officials up to Lefter Koka, whom they have made a scapegoat for everything, as if Lefter was the person responsible for everything because he was in a ministry that did not have funds for such concessions that go into the hundreds of millions of euros.

The projected Tirana concession alone would receive 300 million euros from the Albanian government over 30 years, with hundreds of millions more added from the disposal of Durrës waste, without going any further into the income that would come from energy production, the sale of recyclable materials, etc.

In a few years, the company "IEBV", a company owned by Klodian Zoto and Mirel Mërtiri, received around 130 million euros, which received a concession and Dritan Prençi has the documents in all languages, from Holland, in official documents in shells, in Tirana to the beneficiaries, with direct and indirect links.

An investigation that is ongoing and has no head, and if Dritan Prençi thinks that the head remains Lefter Koka, this is an investigation that will never be closed, since the media will not stop, we will at least continue and denounce, because a minister who did not have a budget cannot be responsible. He may have his sins, his faults, his corruption, but this is another part.

So far the focus is on Lefter Koka.

But who are the others?

Could Lefter Koka do it without Erion Veliaj, who we have in the papers that gives approval contrary to the law and other facts and evidence because he is the beneficiary and he should manage the Tirana landfill, in which there is no incinerator and it is on the verge of an environmental disaster. So, God save Tirana because with what happened in Elbasan everything looks like a very scary scenario.

And, the prosecutor himself is responsible for these situations, who prolonged the investigation and ultimately brought us two or three names.

We don't have any major differences from Elbasan, Fier, etc.

It seems he turned off the lights and put the file in the dark.

We have brought him documents and facts that he knows, he has them inside and they have not yet been taken to court as evidence, there are still no other people under indictment.  And, when Erion Veliaj is taken by his colleagues after a quick investigation with 14 charges for 4 serious criminal offenses, Dritan Prençi remains silent.

You don't even see the minimal abuse of Erion Veliaj's office.

So the questions arise: Is he incompetent?

But how can someone who has the files and documents and reads them be incompetent?

Is he corrupt? Who caught Dritan Prenç?

Allegations have been raised in the media, accusations that he met with the mayor of Tirana.

There are public accusations that he has connections with powerful businessmen, oligarchs. But let these remain within the scope of words, but where are Dritan Prenç's deeds?

Is he incompetent or corrupt,  because he has not gone to the end of the investigations to fully uncover the beneficial schemes. Because there are thousands of square meters of real estate that Dritan Prençi has not seized, and we are bringing a case that we reported today.

There are dozens of people like this who paid money from citizens so that the holes could be opened, the soil could be deposited, and Mirel Mërtiri, Klodian Zoto and their associates could benefit from real estate and endless money.

What is Dritan Prençi in the whole story of the incinerator investigation? The one who is putting the lid on the manhole or the one who is doing justice?

There is no justice in pieces and partial. Especially if the money was not found and if the collaborators were not punished, because history will repeat itself. If the media did not receive an answer, those who were corrupted and took millions of Albanian euros, which must be returned to the state budget, from whoever they were stolen from, with whatever scheme, from any type of company, be it the largest media or the most powerful businessmen in the country.

Then Dritan Prençi would have done his duty, but in this case we don't know what he is, a prosecutor or what?

So far, it has remained within the framework of a man who is doing neither more nor less, simply and only prolonging the investigation of the incinerators issue indefinitely, which in fact has the scheme quite closed. Dritan Prençi has the documents in his file, but he is not acting. Perhaps out of fear or incompetence, but the truth is that Dritan Prençi has not yet given the final answer and has not paid attention to the most famous, most scandalous and most corrupt file like that of the incinerators.
