The State Election Commissioner, Ilirjan Celibashi, held a press conference today regarding the May 11 voting process.

During the conversation with journalists, Celibashi was asked about the response that the CEC has sent to the postal company DHL. The Chief Commissioner said that the CEC has submitted several requests to DHL, the fulfillment of which will open the payment process by the Central Commission.  

Regarding the payment, Celibashi stated that the CEC did not refuse to make the payment, but simply requested that it be made based on contractual provisions.

Regarding DHL's request for late payment interest, Celibashi stated that that request is not based on the contract, as the process with DHL has not yet been closed and the CEC has not taken over the service.

The Chief Commissioner stated that if the CEC is not provided with the requested minutes, no payment will be made to DHL.

" There are no conditions but some requests that we have presented to the company in order to open the payment process by the CEC. I am sure that those requests will be met, in full compliance with the contractual provisions. We have not refused to make the payments, but we have requested to make them in accordance with the contractual provisions. Their request for interest on late payments is completely unsupported by the content of the contract. We have not yet concluded the evaluation and acceptance process of the service with the company. Only after the closing does the obligation to pay arise. If we do not have the minutes, we will not pay", said Celibashi.

The Chief Commissioner also focused on the external voting process, which he called one of the most positive aspects of the May 11 elections.

Regarding complaints from the opposition about voting from abroad, Celibashi said that he analyzes everything that is said and technical problems should be addressed in a professional manner and without political overtones.

" The process of voting from abroad was one of the most positive aspects of the May 11 elections. I am aware, it is not that I do not analyze everything that is said and said differently, especially by the opposition, I respect their opinion. Voting from abroad was an indisputable success for the electoral process and the CEC was with full integrity. The concrete examples that we have from voters from abroad, in the direct communication they had with the CEC, confirm this. A historic process, carried out as it should have been carried out. Technical problems need to be addressed in a professional manner without political burdens" , said the chief commissioner./ CNA

Following the investigative actions for yesterday's assassination attempt in Shkodra, where two people lost their lives, the police have identified and declared two people wanted.

The wanted persons are suspected of having provided weapons, tools and other equipment for committing serious crimes.

Shkodra police also discovered an apartment that was suspected of being used by wanted persons as a base for criminal activities.

During the searches, the police found 1 automatic firearm and 6 pistol firearms, a quantity of combat ammunition, 45 electric detonator caps, an "Audi" type vehicle with stolen license plates in the city of Lezha, 5 drones of various sizes, additional equipment for drones, 1 laptop and 5 cameras.

Shkodër/Investigative actions and controls continue, with the aim of documenting the circumstances of the incident that occurred yesterday, in a bar, in the "Qemal Stafa" neighborhood, where citizen RG fired a gun and as a result, 2 citizens lost their lives and 2 others were injured.  

Two citizens suspected of having provided weapons, tools and other equipment for the commission of serious crimes against life have been identified and declared wanted.

A house in the "Guerrile" neighborhood was discovered, which was used by the 2 wanted citizens as a base for criminal activities. 7 firearms, 45 detonator capsules and combat ammunition were seized.    

Following the investigative and operational actions carried out to document the circumstances of the incident that occurred yesterday, at around 08:50, in a bar, in the "Qemal Stafa" neighborhood, specialists from the Serious Crimes Investigation Sector of the Shkodra Police Department, in cooperation with the services of the "Eagle" Special Force and the General Patrol services, under the direction of the Prosecutor's Office at the First Instance Court of General Jurisdiction in Shkodra:

-arrested in flagrante delicto citizen RG, 28 years old, resident of Shkodra, for the criminal offenses of "Murder in other qualifying circumstances", "Armed robbery", "Destruction of property", "Unauthorized possession and production of weapons, explosive weapons and ammunition" and "Theft". 

Seized were:    

-2 firearms (1 automatic and 1 pistol with a cartridge in the chamber), 1 diving suit, 1 mask, 1 bulletproof vest and 1 1.5 liter bottle filled with fuel, which were found on citizen RG, who was handcuffed by the Police services after the incident;        

 -the vehicle that this citizen stole at gunpoint to flee the scene of the crime and the motorcycle without a license plate and chassis number that he left at the scene of the crime.    

Also, citizens BB alias BB, 39 years old, and a 17-year-old were declared wanted for the criminal offenses of "Providing conditions and material means to commit murder", "Unauthorized possession and production of weapons, explosive weapons and ammunition" and "Theft".

During a search of the apartment of a citizen (who lives abroad), which this citizen was using as a base for this criminal activity, the Police services found and seized: 

1 automatic firearm and 6 pistol firearms, a quantity of combat ammunition, 45 electric detonator caps, an "Audi" type vehicle with stolen license plates in the city of Lezha, 5 drones of various sizes, additional equipment for drones, 1 laptop and 5 cameras. 

Work continues to capture the 2 wanted citizens and document their criminal activities.   

The procedural materials were referred to the Shkodra Prosecutor's Office for further action.

The Secretary General of the Democratic Party, Flamur Noka, declared today that Albania is experiencing a dictatorship much more savage than the Bolshevik one.

In his speech during the tribute ceremony for the Battle of Postriba, Noka said that the Democratic Party has the duty to lead Albanians in this oath with the narco-state, not to retreat from the battle and to win it.

"They protected Albania from a dictatorship that would come later."

The brave men of Postriba decided to fight against everything and not accept dictatorship. And on one condition, they were free and refused to submit. Honor, glory and eternal gratitude to these men.

You are their worthy descendants and you have shown it. You do not accept evil regardless of color. You have respected freedom and democracy. Thank you for supporting the Democratic Party.

We are at a time when we remember these men and this uprising. It is the least we can do.

Unfortunately, we are living in a time when we are living in a dictatorship more savage than the Bolshevik dictatorship.

The narco dictatorship is more brutal because the communist dictatorship did not do the same thing, it did not depopulate Albania, remove the cream of the crop, and it is trying every day.

Narcos is telling Albanians that they have to be members of cartels, to be a patronage without identity, without norms and without morals.

"It is the duty of the Democratic Party to lead this society in this battle, so that there is no retreat and we will win," Noka said. /CNA

The photo taken by security cameras shows Gila masked, with a diving suit on his head and a firearm in his hand.

According to the police, after committing the assassination, Gila initially tried to escape on a motorcycle.

He then abandoned the motorcycle and tried to flee in a BMW, only to be arrested a few hours later.

One of the injured in yesterday's attack in Shkodra has made a reaction today.

It is precisely Erogen Vaso Brajovic, who in his reaction first expressed condolences to the families of the victims.

Afterwards, Vaso states that he completely distances himself from the information linking his name to certain groups in Shkodra.

Vaso says he has left it to the justice institutions to fully investigate the incident and hopes that the cause of this assassination will be known as soon as possible.

I, Erogen Millan Vaso (Brajovic), make this reaction for the media and public opinion. In these difficult moments not only for me, I express my heartfelt condolences to the families of my two friends, with whom we were together this morning in a cafe in the center of Shkodra. They were model citizens of Shkodra, family members respected by the entire community. The treacherous hand of a murderer took their lives today, while we were together, and for me personally this is a grave pain and a wound that does not close! May peace be with God for Armando and Geridon! May God give strength to their families! I also wish a speedy recovery to the girl injured in this event. I completely distance myself from information related to my name and certain groups in Shkodra.

I am an entrepreneur in several businesses, some of which I inherited from my father, who was also an entrepreneur until the end of his life and a former footballer for Shkodra and the Albanian National Team.

I was, also due to family tradition, a former footballer of the Vllaznia team and former president of the Terbuni football club in Puka. My family had a history of political persecution before the 90s, but also years later, because it represented the Montenegrin community in the Shkodra Region. For the interests of this community and Shkodra, I served with integrity for several years as a member of the Municipal Council of my city, just as one of my close friends who lost his life today served. I was informed at the hospital that the perpetrator has been detained and I hope that the motives for this serious tragic act will be clarified as soon as possible! As for the other connections that are alluded to in the media, I clarify that the institutions of the law should be left to deal with these issues.
