A court decision in 1948 banned a number of works by Albanian and foreign authors. The decision ordered that “a number of books and periodicals harmful to society should be removed from circulation.”

The decision was accompanied by an article arguing why the works of those authors had been banned, led by Gjergj Fishta, whose entire work was removed from circulation, to continue with the authors: Mid'hat Frashëri, Kristo Floqi, Hamit Gjylbegaj, Pjetër Gjini, Mehdi Frashëri, Terenc Toçi, Ernest Koliqi, Gjon Shllaku, Anton Harapi, Mitrush Kuteli, Mustafa Kruja, Justin Rrota, Tajar Zavalani, Kristo Dako and others.

While Gjergj Fishta, Gjon Shllaku, Anton Harapi, etc. are described as "foreign agents who have distorted the historical reality of brotherhood and cooperation that existed between our people and other peoples of the Balkans."

Ernest Koliqi, Tajar Zavalani, Terenc Toçi, Vasil Alarupi, Selaudin Toto, Fiqiri Llagami, etc. are described as "rotten intellectual agents in the service of foreigners; people of the lek and a hundred flags, whose writings have always served the enemies of our people."

There could also be authors who continued their creativity freely, but had certain works censored, as happened with the authors: Dritëro Agolli, Vedat Kokona, Haki Stërmilli, Sabri Godo, Xhevahir Spahiu, Moikom Zeqo, and others.
