The incident with the elevator in Tirana/ ISHMT: It was not registered

The State Market Surveillance Inspectorate has reacted to the incident that happened yesterday evening on "Teodor Keko" street.

ISHMT writes on social networks that after preliminary verifications, it turned out that the elevator suffered a malfunction during operation, as a result of overloading, and further adds that the elevator was not registered with the Inspectorate.

“Në këto kushte nga ana e inspektorëve u morën masat urgjente e heqjes nga funksionimi i ashensorit deri në mënjanimin e gjithë të metave teknike të konstatuara, duke përfshirë për këtë edhe një Organ të Miratuar për Vlerësimin e Konformitetit”, njofton ISHMT.

Në lidhje me incidentin e ndodhur mbrëmjen e datës 06.02/2023 në ashensorin në adresë: Rruga “Teodor Keko”, Njësia 14, pallati 18/67, nga ana e Inspektoriatit Shtetëror të Mbikqyrjes së Tregut është bërë inspektimi i menjëhershëm duke kryer verifikimet paraprake, prej të cilave rezultoi se,

a) Ashensori ka pësuar difekt gjatë funksionimit të tij në kushtet e mbingarkesës me një numër më të madh personash, përtej ngarkesës nominale. Ky incident nuk shkaktoi pasoja të rënda në shëndetin e personave.

b) Ky ashensor nuk rezulton i regjistruar pranë Inspektoriatit Shtetëror të Mbikqyrjes së Tregut.

Referuar legjislacionit të kësaj fushe, personi përgjegjës mbi funksionimin e ashensorit (ndërtuesi ose administratori i pallatit) ka detyrimin ligjor për të bërë regjistrimin e tij. Por në rastin konkret nuk ka një aplikim pranë ISHMT-së për regjistrim, ndërkohë që ashensori ka qënë në funksionim që nga viti 2012.

Nga ana e e personave përgjegjës (ndërtuesi ose administratori i pallatit) për këtë ashensor nuk ishte kryer ndonjëherë vlerësimi i konformitetit (çertifikimi) nga një Organ i Miratuar për Vlerësimin e Konformitetit(OMVK) .

We submit that in the conditions when an elevator is not assessed for conformity with the technical rules by an OMVK organization, and when it is not registered with the ISHMT and is not subject to periodic inspections, the elevator is considered unsafe and is not allowed to is put to use.

c) At the time of the immediate inspection by ISHMT, the above-mentioned elevator was restored to work by the responsible persons.

d) Under these conditions, the inspectors took urgent measures to remove the elevator from operation until all technical defects found have been removed, including for this an Approved Conformity Assessment Body./ CNA.al
