Trump plans review of $1 billion counterterrorism program created after 9/11

The US administration, led by President Donald Trump, plans to shift terrorism prevention funding from Democratic-led states to Republican-led ones as it overhauls a $1 billion program created after the September 11 attacks.

Twelve Democratic-led states are suing to block the cuts, claiming the Trump administration is trying to punish them for not cooperating with federal immigration agents.

The Trump administration released estimates in late summer of how much money each state should expect to receive from the program. Later, in late September, notices sent to states by the Federal Emergency Management Agency changed the amounts. Wisconsin, North Carolina and Ohio, states that Trump won in 2024, saw the biggest percentage increases, according to documents first seen by Reuters.

Washington, Illinois and New Jersey, which lean Democratic, saw the biggest cuts. Overall, the cuts for Washington were 70%, Illinois 69% and New Jersey 49% of what the administration had originally said the states would receive. California also lost 31% of what it was supposed to receive.

A spokesman for the US Department of Homeland Security said in a statement that the distribution of funds was given greater weight to threats from international organized crime and criminal organizations operating across international borders. He said that illegal border crossings were also taken into account.

The U.S. Congress created the National Security Grants program after the September 11, 2001 attacks to help states and cities prevent terrorism and other violent threats. /CNA
