War report: 26% increase in casualties in Ukraine by 2025

A report by the British organization Action on Armed Violence (AOAV) found that during 2025, the number of civilians killed in Ukraine increased by 26% compared to 2024.

According to the data: 2,248 civilians were killed as a result of attacks with explosive devices, 12,493 civilians were injured, bringing the total number of victims to around 14,741 people for 2025.

On average, 4.8 civilians were killed or injured in each attack, a 33% increase compared to 2024.

The increase in casualties is mainly related to intensive Russian attacks on cities, infrastructure and residential areas.

The deadliest attack of the year was on June 24 in the city of Dnipro, where Russian missiles hit a passenger train, residential buildings and schools, killing 21 citizens and wounding 314 others, including 38 children.

Iain Overton, executive director of AOAV, said these figures show not only a painful increase in casualties in Ukraine, but also a decline in respect for the rules of war in numerous world conflicts, where the principle of proportionality is in violation.

The organization's report emphasizes that international norms for the protection of civilians are truncated in action and that the use of explosive devices in populated areas has led to more civilians being affected by the fighting. /CNA
