With 66 votes in favor, 32 against and five abstentions, the Kosovo Assembly has approved in first reading the draft law on the Kosovo budget for 2026.
"I thank the members of the Assembly for voting on the budget," said the Speaker of the Assembly of Kosovo, Albulena Haxhiu.
Arbërie Nagavci, head of the parliamentary group of the ruling party, Vetëvendosje Movement, proposed that the second reading of the budget bill be held on February 20, at 11:00.
This proposal was approved with 67 votes of deputies.
Speaker Haxhiu requested the functional budget committees, as well as other parliamentary committees, according to the areas they cover, to review the draft law on budget allocations for 2026, and to submit reports with recommendations to the Assembly.
MPs from the Vetëvendosje Movement and those in the opposition have loudly voiced their differences in positions regarding the draft law on the state budget, submitted to the Assembly by the new Government of Kosovo.
Monday's session was a continuation of the extraordinary session of February 13, which also had the budget on the agenda.
That day, the parties approved the international agreements, but not the budget.
Parliament Speaker Albulena Haxhiu agreed on Friday to postpone the session, after opposition parties requested more time to read the document and requested that Kosovo Prime Minister Albin Kurti be present for discussions.
Kurti responded to the invitation and participated in Monday's discussions.
The draft law foresees that the total state budget for 2026 will be around 4 billion euros.
The Minister of Finance of the Government of Kosovo, Hekuran Murati, said that the approval of this draft law is an urgent need.
"It is a budget whose spending limit is approximately 4 billion euros or 3 billion and 967 million euros. These expenditures can be broken down into categories: salaries and allowances 980 million euros, goods and services 545 million euros, subsidies and transfers 1 billion and 358 million euros, as well as capital expenditures 998.4 million euros or 897 million euros financed by the grant or regular budget, as well as another 100 million euros financed by the investment clause," said Murati.
He mentioned that this draft law should have been approved in October last year - a period when the Government was in office. Due to the lack of political consensus, the draft law was not approved in the Assembly.
Murati requested that the draft law be approved as proposed, while vowing that it will be reviewed in March.
The head of the Vetëvendosje Movement parliamentary group, Arbërie Nagavci, said that this party supports the draft law.
“Duke pasur parasysh emergjencën e funksionimit të institucioneve në mënyrë të rregullt, faktin se ky është buxheti më i madh që ka pasur ndonjëherë Republika e Kosovës, dhe që buxheti adreson kujdesin për të gjithë sektorët, departamentet dhe të gjitha shtresat e qytetarëve, duke adresuar edhe disa nga prioritetet e Qeverisë, ne i japim mbështetje të plotë këtij buxheti”, theksoi Nagavci.
Mbështetje dha edhe grupi parlamentar multietnik, i cili përbëhet nga deputetë të komuniteteve joserbe.
“Konfirmoj se do të votojmë për miratim”, tha Emilija Rexhepi.
Partitë opozitare, Partia Demokratike e Kosvës (PDK), Lidhja Demokratike e Kosovës (LDK) dhe Aleanca për Ardhmërinë e Kosovës (AAK) nuk ishin në të njëjtën linjë.
Bedri Hamza nga Partia Demokratike e Kosovës tha se nuk e sheh të nevojshme urgjencën për miratim të buxhetit dhe nëse deputetët kanë më shumë kohë, ata mund të propozojnë alternativa që mund të ndikojnë pozitivisht në projektligj.
Ai tha se buxheti i propozuar për vitin 2026, “është buxhet që menaxhon status quo-në” dhe se shpenzimet e rritura për subvencione dhe transfere, e zvogëlojnë hapësirën fiskale për periudhat e ardhshme.
Lumir Abdixhiku nga Lidhja Demokratike e Kosovës, kërkoi që në buxhet të reflektohen edhe ministritë e reja, si dhe të shpërfaqet ekspozeja e kryeministrit Albin Kurti, të cilën e shpalosi në ditën që u votua ekzekutivi.
Ai theksoi se projektligji për buxhetin nuk e merr parasysh buxhetin e kryeqytetit të vendit, Prishtinës – komunë nën drejtimin e LDK-së.
“Nëse LDK-së i mohohet nga ky Kuvend një e drejtë kushtetuese vetëm nga vullneti i numrave shumicë, atëherë edhe LDK-ja do të ridefinojë pozicionin e saj në relacion me çështjet që kërkojnë edhe numrat tonë në këtë Kuvend”, paralajmëroi Abdixhiku.
Ai nuk sqaroi se për cilat çështje e kishte fjalën, por votat e LDK-së mund të duhen për mandatin e ri të presidentit të Kosovës.

Besnik Tahiri nga Aleanca për Ardhmërinë e Kosovës (AAK) tha se fakti që dokumenti për buxhetin është i njëjtë sikurse ai i tetorit të vitit të kaluar, tregon se ekzekutivi nuk ka bërë asnjë veprim për të sjellë një dokument tjetër, me ndryshime për buxhetin të bazuar mbi programin politik dhe rezultatin zgjedhor.
“Ne nuk e mbështesim këtë dokument. Ne e shohim të rëndësishëm. Këto dy tre ditë që i kemi përpara, deri të premten, nëse do të vazhdojmë që të mos kemi mundësi të japim asnjë amendament, unë propozoj që ne ta bojkotojmë procesin e diskutimit të buxhetit”, theksoi Tahiri.
Me projektligjin për buxhetin nuk u pajtua as Lista Serbe, partia më e madhe e serbëve në Kosovë.
Its MP, Igor Simi?, said that in the document "there is a lot of room for negative comments and criticism", especially regarding the budgets allocated to the four Serb-majority municipalities in the north of the country - Leposavic, Zvecan, Zubin Potok and North Mitrovica, which are run by this party.
Kosovo Prime Minister Albin Kurti told members of Parliament that the budget review cannot be done without presenting the Government's program plan.
Responding to criticism from opposition party MPs, Kurti told them that it must be accepted that "if stability was once progress, now we have stable progress."
"We were criticized here for saying that this is a status quo budget. I believe I partly responded by saying that we should first present the government program and then review the budget," Kurti said.
Last week, MPs approved the Government's proposal for a budget extension for March from last year's budget.
This extension was necessary to avoid interruptions in public sector workers' salaries and other payments.
The new government, led by Prime Minister Albin Kurti, won the necessary votes on February 11, following the constitution of the Kosovo Assembly.
Kurti and his party, the Vetevendosje Movement, won over 51 percent of the vote in the December 28 snap parliamentary elections, securing 57 seats in the Assembly./REL
