From today, cash payments over 2 thousand euros are prohibited in Kosovo

Cash over 2,000 euros will no longer circulate freely in Kosovo.

From today, any payment exceeding this amount must be made only through banks or electronic forms, putting an end to large cash transactions between businesses and citizens.

The Kosovo Tax Administration has warned that failure to comply with this rule will be accompanied by fines.

According to the announcement, all transactions exceeding this amount must be carried out only through the banking system or other electronic forms of payment.

"From June 1, 2026, payments over €2,000 between businesses and individuals are not allowed to be made in cash and must be made only through the banking system or other electronic forms of payment. Respect the limitation set by law and avoid fines. Do not pay cash above the allowed limit," the TAK announcement states.

The Central Bank of Kosovo had also assessed that the informal economy directly affects the increase in the use of cash, as informal businesses prefer untraceable transactions to avoid fiscal obligations.

"Last year's data shows that there is a positive trend of increasing transactions through digital channels. However, the lack of trust and financial education remains a challenge."

For this reason, the CBK says it aims to strengthen security and trust in payment systems, as well as expand the use of digital payments.

The Riinvest Institute continuously monitors the level of informality through business surveys. In the report "Economic Developments: Threats from the Institutional Crisis", published in November last year, it is stated that informality in Kosovo ranges from 30 to 35 percent of Gross Domestic Product.

Ten commercial banks operate in Kosovo. The number of debit cards in 2024 reached 1.4 million, while the number of credit cards reached about 195 thousand.

At the national level, there are 635 ATMs [bank machines for withdrawing money] and 20,913 POS terminals, where citizens can make card payments in stores./Monitor
