The chairman of the constitutive session, Avni Dehari, adjourned the session on Wednesday, July 23, saying that there were no conditions for holding it. This came after Democratic Party of Kosovo MP Ganimete Musliu took the microphone away from Dehari.
Dehari, after this action by Musliu, said that he would adjourn the session and that it would continue on July 25 at 11:00 a.m. He did not put the formation of the secret committee to a vote at all.
Musliu took the floor on behalf of the PDK to propose a member of the verification commission for a secret ballot for the speaker of parliament, but Dehari interrupted him.
"Before I present the PDK proposal, I pray to Mr. Dehari if there is any human morality left," she said.
Dehari said that debate is not allowed in the constitutive session.
"There is no need for debate. The rules of procedure specify this very well that there is no debate in the constitutive session," he said.
