The European Commission and the EU's External Action Service (EEAS) are working to change the framework of negotiations with Serbia for its membership in the European Union (EU), in order to include the implementation of the the agreements it has reached so far with Kosovo in the dialogue mediated by it.

"The work in this direction is continuing in accordance with the request of the member countries", said the spokesman of the EU, Peter Stano, on Tuesday in a press conference in Brussels.

The request to formally change the terms of Chapter 35 was made by EU member states and comes after Serbia's prime minister, Ana Brnabic, said last month that her country would not implement all the agreements it agreed to. with Kosovo.

Since 2011, the EU mediates the dialogue for the normalization of relations between Kosovo and Serbia. This process is also supported by the United States.

Last year, the parties reached the Agreement on the road to the normalization of relations and the Annex for its implementation. Despite international pressure for the parties to implement the agreement, the European bloc has said that it is not being implemented.

It was precisely the inclusion of the obligation to normalize relations with Kosovo in the framework of EU membership talks that was mentioned by the bloc's senior officials as a way that the agreement reached in Brussels on February 27 and then on March 18 in Ohrid, the annex for the implementation of her, to become "legally binding".

The EU insists that, according to the Vienna Convention, even agreements that are the result of reconciliation and that have not been signed have the power of legal obligation for the parties. And this, according to the EU, also applies to last year's Agreement on the normalization of relations.

Days ago, the president of Serbia, Aleksandar Vu?i?, said that Europe is asking Serbia to recognize the independence of Kosovo.
