The notary's license was revoked in 2021, he does not submit the archive

Fiks Fare denounced on Tuesday evening a former notary who, although his license was revoked in 2021, continued to work.

A citizen complained to the newsroom of the investigative show, who said that in 2016 he made a notarial deed before the notary Dehar Muça. He says that the notary had an office in Unaze, near the General Directorate of Archives. The notarial deed was a will from his father, who later passed away. Time passed and two years ago he went to the notary to open this will. The notary initially dismissed it, finding endless excuses.

He waited again and met the notary a few weeks ago on the street, since he could not find the notary at his office. The notary told him that he will open the will and then submit it to the Cadastre. After this answer, the citizen had doubts and became interested in the National Chamber of Notaries, where he learned that the license of the notary Dehar Muça was revoked in June 2021. The reason for the revocation of the license was that the notary was registered in the district of Dibra. but he exercised his activity in Tirana. He even used Rruga e Dibër in his notarial acts, when in fact he should have written Dibër!

"I met this notary again and he told me again that I should open the will. I told him that they have taken away the license and he again told me that he has the archive and the stamp," the citizen claims. He specifies that the notary has yet to submit the seal and the archive, and has even learned that he still performs notarial acts despite his license being revoked. The citizen says that the Chamber of Notaries and the Ministry of Justice have transferred the archive to another notary, Ilir Krashi, in June 2021. "I contacted Mr. Krashi told me that I still haven't received the archive and stamp. As my job, there were hundreds of people", he affirms.

After the complaint, the citizen contacted by phone the notary Ilir Krashi, from Dibra, who was appointed to receive the archive of the notary Dehar Muça. Notary Krashi says that he has not yet received the archive, as Dehari has not accepted. "Don't come to Peshkopi for nothing. I have not received the archive and the seal. It should have passed me in June 2021, but they still haven't found it," he says. The citizen asks him that he contacted this notary and was told that he is ready to open it. Notary Krashi tells him that the opening act is illegal, since no state institution accepts acts from him. "As far as I have heard, the former notary continues to do notarial acts," says Ilir Krashi.

Fiksi looks for the notary at the office he had, near the Directorate of Archives. However, an employee in that office says that the notary has been gone for 1 year and that she has neither a number nor an exact address.

Journalists talk with the president of the National Chamber of Notaries, Mimoza Sadushi. Ms. Sadushi says that notary Dehar Muça's license has been revoked and he should not do anything. He even claims that he doesn't even have a system, since it is closed to him. Regarding the seal and the archive, the notary says that the Ministry of Justice has contracted a bailiff for the execution of the decision of 2021. The bailiff even contacted the former notary, but the latter refused to give the seal and the archive. The executor has filed a criminal complaint.

Regarding the continuation of notarial acts, the notary Sadushi claims that the state institutions have returned it, as the decision of the Ministry of Justice has been sent to all institutions. Even the statements have a code, and this former notary no longer has this code. Journalists ask her if these acts after the removal of the license are called forgery, she answers that "yes, they are forged".

Journalists also try to contact former notary Dehar Muça, but his phone number turns out to be "out of order"./ tch
