Regarding the aggression of stray dogs towards citizen Flutura Hoxholli, we turn to the Durrës Municipality, which, as we learn, has no center or shelter for stray dogs.

In the municipality, they tell us that they have done their best with associations or private veterinarians, for vaccination and registration. In this year's draft budget, the municipality of Durrës will take measures for a solution to this problem.

Durrës Municipality: Then, first of all, we feel very sorry for the lady in question and we wish her a speedy recovery. The situation with stray dogs is a nationwide problem, both in all of Albania and in Durrës, for years. In recent years, the Municipality of Durrës has had a very close cooperation with private veterinarians and with various associations for the protection of animals, which perform the sterilization and vaccination of these dogs during the year.

Journalist: Is there a specific center for sheltering these stray dogs?

Durrës Municipality: No, at the moment there is no such center. In 2023, the year we passed, a special fund was allocated to approach private associations or private operators, to set up a shelter center for stray dogs, but there was no interest. The fund has not been exhausted and for the year 2024, the municipality, in cooperation with the specialists of the public property sectors, is thinking of setting up a shelter center for stray dogs in a public territory, which will be managed 100% by the Durrës Municipality.

Apart from Shkodra and Tirana, no city in Albania has places for the treatment of dogs. The well-known activist Sazan Guri proposes that citizens who keep dogs pay a tax that goes to the municipalities, to be used for centers where stray dogs are registered and vaccinated, this is a way to avoid problems with dogs of the road.

Sazan Guri: The one who keeps a dog, he has an impact on the environment, that's where the dog goes outside, and so on. And for this outing that his dog did, he has to pay a tax and with this tax we have to maintain the street dogs until they die after 10-12 years. Then this tax will be removed. So, by means of this tax, the municipality also manages the lives of stray dogs until it brings them to zero. / tvclan
