The Honorary President of the Venice Commission, Hanna Suchocka, said today that judicial reform is one of the most difficult tasks, not only in Albania, but in all post-communist countries.

In her speech at the conference "30 years of partnership and progress: Albania, the Council of Europe and the Venice Commission", which took place in Tirana, Suchocka said that the Commission has been involved from the beginning in building the country's legal and democratic foundation.

Suchoka added that the vetting process taking place in Albania is an attempt at a good solution to corruption.

"The Venice Commission with Albania has a long history that began 30 years ago in 1995 for the Constitution of Albania. This shows that the Venice Commission has been involved from the beginning in building the legal and democratic basis of the country.

Judicial reform is one of the most difficult tasks, not only in Albania but in all post-communist countries because their previous system was created under the rule of one party and it is difficult to change the mindset of how judges could be independent and this autonomy of the judiciary could be created.

From the opinions of the Venice Commission, we can see that a large number of these opinions were directed at the judiciary and were seen as the best guarantees for having judicial independence.

Justice will not only be done but also seen to be done so that society can see with its own eyes that justice is truly independent. New guarantees must be provided to make it stronger and more autonomous.

"Albania is making efforts to find a good solution to corruption through the vetting process. Albania has cooperated with the Venice Commission to find the best solutions and one of the issues is the solution that leads to the dismissal of all judges and it was not accepted by the Venice Commission, as it said to conduct vetting but not to dismiss all judges, as this would create another problem," Suchocka said. /CNA
