SPAK clarifies details/ Accusations against the former director of Cadastre, how

The Special Prosecutor's Office against Corruption and Organized Crime has issued an announcement regarding the charges brought against the former director of the Durrës Cadastre, Rajmonda Dashi.

SPAK informs that Dashi cooperated with the two brothers with the initials BR and LR, convicted by the Belgian justice authorities for drug trafficking.

During the time she was in charge of the Durrës Cadastre, she is suspected of having, together with the citizen AM, carried out systematic, continuous illegal actions with the aim of laundering the income that they have benefited from carrying out criminal activity, through investing in real estate in Albania.

The actions of Dashi together with the above-mentioned persons consist of: transferring property with the purpose of concealing its illegal origin, concealing or covering up ownership or rights related to property, knowing that this property is the product of a criminal offense or criminal activity and the acquisition of ownership, knowing at the moment of taking it over, that this property is the product of a criminal offense or criminal activity.

Notice of SPAK:

The Special Prosecutor's Office against Corruption and Organized Crime on the basis of the acts sent by the authorities of the Kingdom of Belgium has registered criminal proceedings no. 18, of 2023, for the criminal offenses "Cleaning the proceeds of a criminal offense or criminal activity", "Structured criminal group" and "Committing criminal offenses within a structured criminal group", provided for by articles 287, 333/a and 334/1 of the Criminal Code.

From the investigations carried out in cooperation with the National Bureau of Investigation and the General Directorate of the State Police, it results that the Albanian citizens B. R and L. R (brothers), convicted by the Belgian authorities of justice for criminal offenses related to the trafficking of substances narcotics during the exercise of this activity in special cooperation with the persons under investigation AM and RD have carried out systematic, continuous illegal actions with the aim of cleaning the income that they have benefited from carrying out criminal activity, through investment in real estate in Albania.

Their actions consisted a) in the transfer of property with the aim of concealing the illegal origin, b) concealing or covering the ownership or rights related to the property, knowing that this property is the product of a criminal offense or criminal activity; c) the acquisition of ownership, knowing at the moment of taking it over, that this property is the product of a criminal offense or criminal activity.

In the framework of this investigation, the Special Court of First Instance for Corruption and Organized Crime has been requested to assign coercive personal security measures for the persons under investigation.

Court with decision no. 114, dated 24.10.2023, determined the coercive personal security measure "Arrest in prison", provided by articles 238 of the Code of Criminal Procedure for BR citizens; LR: AM, suspected of committing the criminal offenses "Cleaning the proceeds of a criminal offense or criminal activity", "Structured criminal group" and "Committing criminal offenses within a structured criminal group", provided for by articles 287, 333 /a and 334/1 of the Criminal Code and the coercive personal security measure "House arrest", provided by Article 237 of the Code of Criminal Procedure for a citizen of the RD, suspected of committing criminal offenses "Cleaning of the products of the criminal offense or activity criminal", "Structured criminal group" and "Commitment of criminal offenses within the framework of a structured criminal group", provided by articles 287, 333/a and 334/1 of the Criminal Code.

Also, during the investigation, the assets and the legal actions performed on these assets were identified, where the sequestration of the assets was requested according to Law No. 10 192, dated 3.12.2009, amended, "On preventing and fighting organized crime, trafficking and corruption through preventive measures against wealth".

The Special Court of First Instance for Corruption and Organized Crime with decision no. 29, dated 23.10.2023, ordered the seizure of the following assets:

12 (twelve) apartments in the city of Fier;

4 (four) apartments in the city of Tirana;

3 (three) premises with garage function in the city of Tirana;

27 (twenty seven) bank accounts;

A trading company;

2 (two) vehicles;

The investigation continues for the identification of other persons involved in this criminal activity and the identification of other assets./ CNA
