Today SPAK demanded in court the punishments of the officials involved in the corruption affair of the construction of the Fier incinerator, where according to official data the former Minister of the Environment, Lefter Koka, his former secretary general, Alqi Blako, Klodian Zoto, as a shareholder of the construction company of this incinerator and many other people.

In fact, from the calculations made by SPAK, it appears that the damage caused is 60 million new ALL, that is, about 600 million old ALL, or about 600 thousand euros.

This is the damage calculated by SPAK experts. Where the experts found this value or who manipulated these figures, we still do not know, but the truth is that this value could be many times greater or it could not exist at all.

Why 600 and not 35 million euros?

Because the incinerator in Fier is not working, it is out of order today as we speak. Although the Albanian government has given a bag of money, the incinerator is out of order.

We recall here that with an official letter, the concessionary construction company, "ITS", said that it had completed the Fier incinerator , but from the checks made by SPAK and the experts, it was found that the investment had not been carried out, had not been completed.

Also, transactions were found and a wide corruption affair was discovered that started from the incinerator in Elbasan, went to Fier, which included the "brain" of the incinerators, Mirel Mërtiri, his partner, Klodian Zoto, and his roommate, Stela Gugallja.

According to official data, a former minister is in prison, but the incinerators are still not functioning. In Fier, the incinerator has not been taken over by the local government. The law provides that when the investment was completed, it was taken over by the municipalities of the Fier district , but since the incinerator does not work and the investment has not been completed, it is still under the administration of Farudin Arapi, which was established by the Seized Property Agency. of the Albanian government after the court decision.

In fact, there are some problems with Fieri's incinerator.

First, the estimated economic damage. Why 600,000 euros when the incinerator is not finished and maybe hundreds of thousands of euros more investment is needed?

Secondly, why has Farudin Arapi decided to ask the municipalities of Fier district for a fee of 12 euros/ton of waste, while the investment has not been completed and the incinerator is not working?

What will Farudin Arapi do? It will collect waste, it will make mountains of waste as it happened in Elbasan, it will take money from the municipalities, and then finish the investment. Isn't this an economic damage caused?

Thirdly, which shows that the investment for the Fier incinerator has not been completed.

And finally, SPAK has probably been deceived by the experts, who have extracted these values, because the papers will have to be opened to see how deep is the damage that has occurred in the Fier incinerator, which cannot start and does not it can end with the appointment of Farudin Arapi , who is trying to collect money to complete the investment in the Fier incinerator, where according to the concession contract, at the moment the investment was completed, it should be taken over by the municipalities.

But the incinerator does not work, it is out of order and the economic damage is not the one calculated by SPAK and Farudin Arapi is taking money trying to finish the investment and cover an even deeper scandal regarding the Fier incinerator./ CNA. al
