SPAK investigates the 1 million euro mosquito tender

SPAK is investigating an old tender worth about 1 million euros for mosquito disinsection. For this, a few days ago, the head of the Department of Epidemiology at the Institute of Public Health, Silva Bino, was questioned by the prosecution body.

The tender for mosquito disinsection on the coastline of Albania developed in 2019, worth about 1 million euros, is being investigated by SPAK.

A few days ago, the head of the Department of Epidemiology at the Institute of Public Health, Silva Bino, was asked about this procurement procedure. But in addition to the latter, Euronews Albania learns that SPAK has interrogated 4 other officials and former officials of ISHP, among them the head of the disinfection sector.

The investigation for this tender started after the report of one of the bidding companies at that time disqualified from the competition.

According to the sources, the suspicions are that the members of the bid evaluation committee for this procurement procedure have favored the winning company by qualifying it without meeting the established criteria.

The implementation of this 2-year contract has ended and no new contract for mosquito disinsection has been concluded since 2021, as ISHP has requested that the tender be developed by the centralized purchasing agency at the Ministry of the Interior, which in turn has asked to revise the technical specifications.
