The administrator of the Fier incinerator, seized by SPAK, Mr. Farudin Arapi has revealed a scandal to us again, what has often been said in the media and by the opposition, and by journalists that the value of 29 euros/ton for the Tirana incinerator is an amount highly abusive and the result of a corrupt affair, which, surprisingly, is still not being investigated by the responsible institutions.

According to Farudin Arapi, the municipalities of the Fier district must pay 12 euros/ton for the waste they manage in the Fier incinerator.

Based on official data, the concession contract of the Tirana incinerator currently receives an amount of 29 euros/ton per waste, but this is only the value received from the municipality of Tirana, Durrës or Kavaja.

The amounts range from 13 to 15 million euros per year, mainly from the unconditional grant of the Albanian government.

Looking at the official data, but also of the company itself, which claims to have invested about 30 million dollars and earned the same amount, approximately in almost 6 years, the concessionary company of the Tirana incinerator still has not fulfilled the criteria of its contract.

Today, after 6 years, the 128 million euro investment has not been completed, the incinerator does not exist, while the Albanian state continues to pay day after day the money related to this concession. And the value that is paid is 29 euros/ton for waste.

This is only the value of the money that the concession company receives from the state because another difference, which in 6 years is tens of millions of euros, is the amount of money that the concession company of Tirana's landfill and incinerator receives from private individuals, from other waste, from soils, urban waste, and others like these.

So, it does not receive 29 euros/ton in total, that is the value of those it receives from the municipality of Tirana, but what is the value it receives from private individuals, this is also tens of millions of euros. While in Fier only 12 euros/ton is paid for waste and not 29 as paid in Tirana and it is the same service, it is the same work done by the incinerator in Fier, while in Tirana the incinerator does not exist.

In Fier it is still out of order, but it has a defined value and the moment the incinerator is put into operation, the costs will be paid.

Also, Elbasan also has a lower value in cost, but these figures actually more than show us how successful the incinerators are who have sent ministers, important state officials behind bars and announced that they are looking for "brains" theirs, Mirel Mërtirin and the enforcers Klodian Zoto and Stela Gugallja, Fieri and Elbasani show us another detail, they show us the high and abusive value that the incinerator of Tirana has as a cost in signing the concession contract.

There are some facts, for which the Albanian government and the state must react, the institutions must investigate and uncover the truth.

First, why is the amount almost twice and a half higher in cost than that of Fier, while the incinerator does not exist and the money has been paid for 6 years.

Second, why the concession company has changed its shareholders several times without notifying the state, although the concession law does not allow it.

Thirdly, why has the investment business plan not been implemented by the concessionaire company, which in fact, in its signing with the Albanian government, has stated that it has 128 million euros, which did not exist at the time of signing the contract, so less words the government lied.

The Fier incinerator, the document signed by Faraudin Arapi, the value of 12 euros/ton tells us quite a bit, but reveals more and more, day after day, the corrupt affair and the scandal with the Tirana landfill concession contract at 29 euros/ton when in Fier is 12.

Everything happens with a company, which was initially claimed to be Dutch, but which was created by Klodian Zoto and which has already ended up in the names of several Italians, but which always remains in the shadows under the management of Mirel Mërtiri, who hides through anonymous emails in the management of the company or even the sale of "conditional contracts", while the contract stipulates that in order to change the shareholders, permission must be obtained from the Albanian state. Such a thing has never happened.

SPAK has all the evidence, it has all the facts, and the Fier incinerator is now giving this to him, which is a direct accusation about the Tirana landfill, the high costs, the sums of millions of euros that then go to pay the media, journalists, for corruption, to keep up a concession that has been called the affair of the century and whose values ??are over 750 million dollars./ CNA.al
