Property revaluation with 5% tax rate/ NAREA: Will have a direct impact on the

The property revaluation campaign will begin on January 1, 2026. The new draft law "On the Revaluation of Immovable Property" has been submitted for public consultation.

But the National Association of Real Estate Agents of Albania (NAREA) is calling for the tax rate to be reduced from 5% to 3%.

In a statement to A2CNN, NAREA Executive Director Reinaldo Pipiria stated that not changing the rate will bring direct negative effects on this sector.

"Why? Because imposing a tax on real estate transactions cannot be a game of squash. How much? How much? We are based on the last campaign which has worked best, so the 3 percent applied in the period 2020-2022 has worked best."

It has given life to the market and has brought an offer for the first buyer and has brought money to the state budget. Even over 100 real estate sales offices that are represented in the association. “NAREA” asks the government that the tax on property sales beyond the campaigns should not be 15 percent, but lower. The tax on income from the sale of real estate, the “tax on realized capital gains” at the rate of 15% has already been proven to have some direct negative effects, in the Real Estate Activities sector.

In this context, as NAREA we share the position that such a high fiscal burden, of 15%: Slows down transactions, negatively affects budget revenues, encourages informality, producing more sophisticated ways to avoid the burden", says Pipiria. /CNA
