Illegally employed Muçi Shaljanin/ Tirana Prosecution Office requests

The Tirana Prosecutor's Office has requested the suspension of citizen GS, personnel director at the Police Supervision Agency, for allowing the illegal employment of Muçi Shaljani. The latter was the victim of the assassination attempt at the Rinas roundabout a few months ago.

Also, at the request of the Prosecutor's Office, the Tirana Court has imposed on the director the security measure "Prohibition of leaving the country" and "Suspension of exercising a public duty or service".

The Director of the Finance and Support Services Department at AMP is under investigation for committing the criminal offense of "Abuse of office".

Regarding Shaljan's employment, the Prosecution says that he was hired through an illegal procedure, in a very short time, just one week. 

Shaljani is also said to have been paid a regular salary from 16.09.2025 to 11.11.2025 (the date of the assassination attempt in Rinas), without ever showing up for work or performing any duties.

The Tirana Prosecution Office is requesting the suspension of the director of AMP, citizen GS, under investigation for 'Abuse of office' after allowing employment in violation of the laws of the late M.Sh.

At the request of the Prosecutor's Office at the Court of First Instance of General Jurisdiction, Tirana, it was decided to impose the security measure 'Prohibition of leaving the country' and 'Suspension of exercising a public duty or service' for citizen GS, Director of the Tirana Police Supervision Agency, under investigation for committing the criminal offense of "Abuse of office", provided for by article 248 of the Criminal Code.

The investigations began after a report was filed by the Police Supervision Agency regarding the illegal employment of citizen M.Sh. by this agency, who lost his life at the Rinas roundabout, shot with a firearm together with citizen GD.

The investigation revealed that citizen M.Sh. had been employed for nearly 2 months as an AMP employee in the role of specialist assistant in the Directorate of the Special Operational Force. The prosecution proved that the document found for this citizen was forged since it did not appear that AMP had provided him with a document. This citizen requested to be employed at AMP on 09.09.2025 and his acceptance on 15.09.2025, through an order, is clearly in violation of the law “On the Police Supervision Agency” and the Decision of the Council of Ministers No. 532, dated 29.07.2022 “On the Approval of the Regulation on the Organization and Functioning of the Police Supervision Agency”.

These legal and sub-legal acts clearly state that the recruitment of AMP employees is done through competition, announcement of vacancies, creation of relevant committees, testing, final verification of the qualification/disqualification of applicants, up to the drafting of the contract, the appointment order and the probationary period.

The Director of the Finance and Support Services Directorate, citizen GS, states that the procedure followed for the recruitment of citizen M.Sh. is not legal and that in this process he has signed the approval only for the formal side of the acts and not for the content. Meanwhile, this citizen has requested that this order be made quickly with the motivation 'he is accepted with a temporary contract and for emergency needs".

This citizen, with his actions and inactions, has consumed elements of the criminal offense of "Abuse of office" provided for by Article 248 of the Criminal Code. He has bypassed the organic law No. 128/2021 "On the Police Supervision Agency" and the Regulation "On the Organization and Functioning of the Police Supervision Agency" approved by Council of Ministers No. 532, dated 29.07.2022, where the stages of the evaluation of the candidacy of M. Sh. are clearly defined, from the tests, final verifications, evaluation of the documentation submitted by the applicant (none of these stages was applied) to the signing of the Employment Order, which contains the motivation "for emergency needs".

Citizen M.Sh. was employed through an illegal procedure, in a very short time (from 09.09.2025 when the request was officially submitted until 16.09.2025, when financial relations were established, a total of 4 working days, which shows that none of the legal obligations expressed in the law and the AMP regulation were applied. He was paid a regular salary from 16.09.2025 to 11.11.2025 (the date of the incident in the Rinas traffic circle), without ever showing up for work or performing any duties. /CNA
