Businesses will also be notified of local tax and fee obligations by e-Albania.

In addition to communication by mail, businesses are also expected to receive notifications about local tax and fee obligations through e-Albania.

The Municipality of Tirana has proposed adding a new article to the Municipal Council decision regulating the system of local taxes and fees. According to this change, businesses will be notified of their financial obligations to the municipality not only by mail, but also electronically.

The addition of a new article to the decision “On the approval of the system of local taxes and fees in the city of Tirana” stipulates that notifications will be made: through the postal service; and/or through electronic channels according to the law on electronic communications; and/or through the e-Albania government portal.

"As part of the ongoing efforts of the General Directorate of Local Taxes and Tariffs to digitize and move services online, it is proposed that communication with taxpayers be extended through the unique government portal e-Albania, as an online platform more easily usable by citizens and commercial entities."

"This method of communication is proposed to be added in addition to traditional communication by mail, which will continue to remain the main channel of communication with Tirana taxpayers in accordance with the Code of Administrative Procedures and the legislation in force on tax procedures," the draft decision states.

In November 2024, on the eve of the November holiday, a number of businesses in Tirana raised concerns about the unfair blocking of bank accounts by the General Directorate of Local Taxes and Fees, due to non-payment of an additional building tax obligation related to changes that came into effect after July 2023.

According to businesses, the account freezes were carried out without direct notice and during a sensitive period, before the November holidays.

Even the accountants representing these entities claimed that the notifications did not appear to them as direct messages, but only if the user manually searches in the local taxes section of e-Albania./ Monitor Magazine
