Guidelines for the new school year approved/Phones banned, caution against

New guidelines for the 2025–2026 school year in the pre-university education system are approved.

The instruction has been published in the Official Gazette.

The important part of the regulation relates to obligations for student registration, distribution of textbooks, banning the use of mobile phones in schools, and preventing violence and bullying in educational institutions.

"ZVAPs and directorates of educational institutions to take measures to implement the National Action Plan "On strengthening mechanisms for preventing any form of violence and bullying and increasing security in pre-university educational institutions", approved by order no. 32, dated 21.1.2025, by following with priority:

a) implementation of the Teacher Code of Ethics, August 2025; b) annual planning of awareness-raising activities with a focus on preventing and minimizing violence, bullying and extremism in educational institutions; c) establishment of the "Stop Violence in School" corner; ç) establishment of "anti-bullying" teams in every school; d) monitoring and improving the work of disciplinary committees and ethics and behavior committees, for handling cases of any type of violence in educational institutions, dh) organization of awareness-raising activities on November 21, National Day Against Bullying; e) consolidation of the network of coordinating teachers for the prevention of violent extremism in pre-university education; ë) reporting to the DRAP, within 30.5.2026, according to the established formats, of cases of violence in educational institutions, handled by the ethics committees, as well as the information report on the work done to protect children's rights according to the Convention on the Rights of the Child. 2.
