Did the "faction" lead Arbër Veliaj to SPAK?
Arbër Veliaj, after leaving SPAK

The brother of the arrested mayor of Tirana, Arbër Veliaj, appeared this Thursday at the Special Prosecution Office, where he remained for a long time for questioning.

After leaving the SPAK premises, he followed the example of his brother, the arrested mayor Erion Veliaj, stating that he voluntarily went to SPAK to express his cooperation with this institution.

"I came voluntarily to express my cooperation with this institution," said Arbër Veliaj.

We recall that Erion Veliaj, when questioned by SPAK prosecutors, stated that he had gone to SPAK himself to collaborate with those he once called "colleagues" and after his arrest, brutally attacked them.

On April 30, 2024, Erion Veliaj testified for about 7 hours at SPAK and did not admit that he had been summoned as a person under investigation, but as a person in the know with the desire to cooperate with justice.

"I thank my colleagues at SPAK, an institution that I had never worked with before. I was with two investigative colleagues, professionals, and I say that we must strengthen the institutions. I was here as a collaborator. The two investigative colleagues asked me that for investigation and investigative secrecy issues, since the Municipality of Tirana has brought some other evidence, I was kindly asked not to share it with journalists. It will be part of the clarification of my testimony," Veliaj said at the time.

Although for months Veliaj said that there was no investigation against him, but that some files belonging to his wife were being reviewed, although he said that he had never been charged, although he said that he had colleagues from SPAK prosecutors, Veliaj today remains in custody and faces 13 serious criminal charges.

Just like Erion, his brother Arbër Veliaj did not go to SPAK in vain and out of desire. A new investigative faction has been opened and this seems to be very worrying for Erion Veliaj.

In a document demanding the invalidation of the investigations, what stood out was the faction.

"Registration of a 'faction' with the aim of not guaranteeing procedural rights. In a deliberate and premeditated manner, the prosecutors in the case have used a procedural artifice, unforeseen in the procedural legislation in force, to unjustly and illegally extend the preliminary investigation phase, by registering a 'faction' within the same criminal proceedings, but without identifying any specific person to whom the criminal offense is attributed. This maneuver has served to give the appearance of a legal proceeding to an activity incompatible with the constitutional and procedural standards that regulate the initiation and development of criminal investigations," the 77-page document stated.

It seems that Veliaj's problem is really the faction, because in the faction, as is easily understood from the first acts brought to court, the money is there, as is his brother, Arbër Veliaj.  This strengthens the suspicions that the mayor's brother did not go to SPAK on Thursday of his own free will, but was summoned by prosecutors to give an account regarding the investigations.

Arbër Veliaj is an individual who has circulated millions and millions of euros. He has paid hundreds of millions of lek to pro-Veliaj media and journalists. So, faction is a problem and faction is related to Arbër Veliaj.

For Erioni, it is a great concern to touch the source that finances the media for his sick propaganda. The faction remains to be seen. The existence of this faction has also been confirmed by the head of SPAK, Altin Dumani. In a closed-door meeting with journalists, he stated that the Veliaj file has been divided into another faction and several criminal facts are being investigated.

So, it is only a matter of time before the accusations against the brother of the arrested mayor, Arbër Veliaj, are revealed, just as happened with Erion, whose footsteps he seems to have begun to follow in his public statements to the media./CNA
