The Minister of Foreign Affairs, Igi Hasani, has announced that now the legalization of documents/apostille is done within 24 hours.

He clarifies that you must submit the documents to any post office within the territory of the Republic of Albania. 

According to him, then the Foreign Minister processes all the documentation for legalization/apostille within the day, which is taken over by the mail couriers and then their distribution is carried out.

Legalization and apostille of documents

All documents issued by the Albanian administration and intended to be used abroad must be legalized. Foreign documents that will be presented to our authorities must also be legalized.

Legalization of documents in our representations and in the MFA

Legalization is the procedure of recognizing the legality of a foreign document. For this, the consular diplomats confirm the responsible functionary and the institution, respectively by certifying the signature and seal. Previously, the authority issuing the document must have notified the persons entitled to issue documents and deposited their signatures.

The authorities responsible for the legalization of documents for each foreign country can be found on the official websites of the foreign ministries.

The legalization of Albanian documents for use abroad and the legalization of foreign documents to be presented to the Albanian authorities is regulated by VKM no. 134, dated 07.03.2003.

Apostille of documents

Albania is a member of the Hague Convention "On the abolition of the obligation to legalize foreign official documents" of October 5, 1961, which means that Albanian documents that will be used in member countries of the same Convention, as well as vice versa, will not to be legalized by diplomatic and consular missions. Based on this Convention, documents are provided with an Apostille stamp by the competent authority of the country where they were issued and can then be used directly in the relevant institution (civil status, court, educational institution, etc.) of the host country.

Based on the agreements with the authorities of the respective countries Italy, Belgium, Austria, Kuwait, the translation/notarization of the documents in the country, in the language of the country where it will be used, is taken for granted after legalization/apostille by the MEPJ.

Countries for which legalization/apostille of documents is not required

By bilateral agreement, documents for some countries (Hungary, Czech Republic, Romania, Russia, Slovakia, Bulgaria and Kosovo) are accepted directly without the need to be legalized or apostilled.

In Albania, the authority responsible for the legalization and apostillation of documents is the Ministry of Foreign Affairs, the Consular Directorate. In other countries, it may be the Ministry of Foreign Affairs, the Ministry of Justice, or even various local structures.
