On Thursday, the head of the ILD, Artur Metani, is presenting the annual report of the activity of the High Inspector of Justice during 2023, to the Laws Commission.

In his speech, the deputy of the SP, Plarent Ndreca, said that he has not yet understood what the ILD has done for the problems in the justice system. 

He said that SPAK also has problems with human resources. 

Meanwhile, Metani explained to him that he does not lead the SPAK, but the ILD performs according to the standards of the councils and KPA. He emphasized to the deputy that the external control is for things that the law and the Constitution have provided for.

CNA has denounced a few months ago that the majority aims to establish an anti-SPAK group, starting with Fatmir Xhafaj and will be followed by his associates Plarent Ndreca, Ermonela Felaj, Klotilda Bushka and Toni Gogu.

Debate: 

Ndreca: We do not know what requests have been filed, what their nature is, what these complainants have requested. We cannot create a clear conclusion, after 4 years we continue to talk about independence, increasing independence, increasing capacities, organizational growth, we are still in step 1, it could have happened in the first or second year. I also understand the difficulties you have in this aspect, I take SPAK as a benchmark, because it also has problems with human resources, but the product is what it is, ILD, which guarantees the entire justice system, we have no information of exactly where we are and what happens with justice issues. It should have been on the table and addressed to the relevant councils. I also have some comments regarding what the Monitoring Directorate in the Assembly has monitored.

Metani: We have this concern every day at ILD, there were some inaccuracies, I am not SPAK and I will never be. ILD performs with standards from councils and KPA, external control is for things that the law and the Constitution have provided. We are not impressed that more or less investigations have been conducted, we see the standard. /CNA
