The summer of 2024 is expected to be a "hot" summer, as SPAK intensively pursues investigations into major corruption cases and the crackdown on organized crime. 

New strikes are expected, as well as reports or subpoenas. 

But what did the head of SPAK declare in the Law Commission the day before?

On Wednesday, the head of SPAK, Altin Dumani, reported to the Laws Commission on the work of the Special Structure during 2023. 

Faced with opposition and majority MPs, some of whom are under investigation by SPAK, Dumani gave strong messages in his answers, from organized crime, major corruption cases to the threat of prosecutors. 

For the first time, the head of an important institution spoke openly, clearly and with arguments about the fight against organized crime and investigations into corruption affairs that have so far led to the imprisonment of high-ranking officials, ministers, former ministers and a deputy prime minister. , who is on the run. 

Regarding the affair of the incinerators, Dumani said that it is one of the issues still under investigation by SPAK, divided into several files. He explained that the 60 million euro affair with the lands, denounced several times by CNA, is under investigation. 

Meanwhile, for the Tirana incinerator, he said that the money paid goes to the account of the Seized and Confiscated Assets Agency. Duman stated in the Laws Commission that any money that comes out of the state budget goes to the Seized and Confiscated Assets Agency.

Regarding the head of the Municipality of Tirana, he said that Erion Veliaj is under investigation for the file of incinerators and "5D" . He did not miss a reply from Veliaj about the word "colleague". Dumani underlined that he only has SPAK prosecutors and BKH investigators as colleagues. 

As for the anti-SPAK commission , which CNA denounced a few months ago, (what is otherwise known as the anti-corruption resolution), Dumani stated firmly that institutional independence must be protected and powers respected . According to him, SPAK must be independent, a clear message for Prime Minister Edi Rama. 

In the field of crime and corruption, he raised the concern of the institutions that apart from the State Police, there is no cooperation. He spoke clearly about money laundering in the field of construction, as a disturbing phenomenon. According to him, crime  tends to use banks and buying houses is the main form of money laundering.

Another strong statement by Duman was that of threatening judges and prosecutors . According to him, the prosecutors were threatened by organized crime.  He stated that some cases are public, while he emphasized that the problem is the protection of family members of prosecutors and citizens.

Asked by the democratic deputy, Dash Sula, if there are politicians who have used the Sky ECC application, the head of SPAK said that it is not possible to pronounce, but there are cases under investigation.

Another concern raised by the head of SPAK was the situation in the State Police . According to him, it is shocking how police officers collaborate with criminal organizations. 

Regarding election crimes for the 2025 elections, Dumani said that they are preparing a strategy, which will be made public in January next year. /CNA
