Other details have been revealed by the Italian media regarding the agreement signed today in Italy by Prime Minister Edi Rama and his counterpart Giorgia Meloni.

According to the Italian media which echoed the news, the agreement will not apply to migrants who arrive on Italian shores and territory, but exclusively to those who are rescued at sea, with the exception of minors, pregnant women and vulnerable subjects. The structures created, it is explained, will be able to accommodate a total of up to 3,000 immigrants per month or 39,000 in a year, "to quickly complete the procedures for examining requests for asylum or possible repatriation".

The agreement aims to prevent departures and create deterrence against human trafficking.

The protocol was essentially closed last August (during the meeting that the two leaders held and which was described as a simple celebration) and will be operational in the spring of 2024. "It is the first agreement of its kind, a historic agreement not only for Italy but for the entire European Union", it was said in Palazzo Chigi.

Where will the structures be erected?

"In the port of Shengjin (the seaport located in the north of Albania) we will deal with the disembarkation and identification procedures, while in another, more internal area, another structure will be created based on the model of Repatriation Holding Centers ( Cpr)", explained Meloni, adding that the Albanian police forces will cooperate to guarantee "security and external supervision of the structures".

"If Italy calls Albania, it answers", said Rama during the press conference with Meloni.

"It is not up to us to judge the political merits of the decisions made in this country and other institutions, it is up to us to answer "present" when it comes to lending a hand. This time it means helping to manage a difficult situation for Italy with a little more breathing space."
