The agreement for immigrants in the "Constitutional"/ Government

After the meeting of the Council of Ministers, the government has made the decision to approve the funds and the conditions for the expenses for the immigrants who have been ordered to stay in another territory.

In the decision of the Council of Ministers, it is stated that the funds for the stay in a certain territory of a foreign citizen, who has been ordered to stay in a certain territory, are used in accordance with the budget program and the expenditure items foreseen for each year .

It is further emphasized that the transfers of monetary funds from the funds determined for the stay of the foreign citizen in a certain territory to the beneficiaries are carried out by the structure responsible for the treasury in the branch, at the request of the General Directorate of the State Police, in accordance with the scheme existing execution of payments to individual beneficiaries through the treasury structure.

We remind you that the Constitutional Court is reviewing the agreement for immigrants with Italy.

Government decision

The funds will be part of the State Budget and will be administered by the General Directorate of the State Police. Their monitoring will be done in the SIFQ system of the Ministry of Finance and Economy.

DECIDE:

1. Funds for the stay in a certain territory of a foreign citizen, who has been ordered to stay in a certain territory, are used in accordance with the budget program and expenditure items foreseen for each year.

2. Items of expenses for ensuring the conditions for the stay of foreign citizens in a certain territory include:

a) provision of housing, food and clothing;

b) financial assistance with a monthly quota of 3,000 (three thousand) ALL per month.

3. The administration of the funds is carried out by the General Directorate of the State Police (DPPSH).

4. The administration of the fund for the item under letter "a", point 2, of this decision, is carried out in accordance with the legislation in force.

5. For the provision of financial assistance according to letter "b", point 2, of this decision, the DPPSH requests the opening of the analytical economic account of expenses in the government's financial information system (SIFQ), with the name "Expenditures for financial assistance for the foreign citizen ordered to stay in a certain territory".

6. Transfers of monetary funds from the funds determined for the stay of the foreign citizen in a certain territory to the beneficiaries are carried out by the structure responsible for the treasury in the branch, at the request of the General Directorate of the State Police, in accordance with the existing execution scheme of payments to individual beneficiaries through the treasury structure.

7. The DPPSH reports, by the 5th of the following month, on all payments made during the previous month, as well as by January 31 of the following year on all payments made during the previous year.

8. The foreign citizen, who has been ordered to stay in a certain territory, stays in an accommodation facility or residence. The accommodation environment or residence intended for a foreign citizen is an apartment, private house, shelter, open center or hotel.

9. When the foreign citizen, who has been ordered to stay in a certain territory, enters into a working relationship, the financial treatment for housing, food, clothing and financial assistance is terminated.

10. The foreign citizen, who has been ordered to stay in a certain territory, is obliged to respect the rules of the daily regime depending on the type and rules of the accommodation environment or residence.

11. The Ministry of the Interior and the General Directorate of the State Police are charged with the implementation of this decision.

This decision enters into force after publication in the "Official Gazette".
