The former candidate for mayor of Elbasan, Luciano Boçi, in a statement to the media, said that Prime Minister Edi Rama will spend 113 million euros extra for garbage in Elbasan and Fier.

" For the next two years, he has decided to give an extra 113 million euros for waste management in the district of Fier and Elbasan. We reiterate: for Elbasan and Fier, part of the package of half a billion euros of incinerators.

Without asking about the stubborn fact that the previous concessions of 50 million euros for the construction of incinerators are under trial for criminal offenses of corruption and money laundering.

Unconcerned about the failure of the transition from waste recycling to incineration, the government has drawn up the "Priority Policies" document for the period 2024-2026, which lists as "unique projects of national importance", the creation of functional areas for waste in Elbasan and Fier .

For Elbasan, 50.1 million euros are expected to be forgiven, while for Fier 63 million. If you ask him what this nonsense is, he avoids it, as he did on Wednesday in front of the journalists," he said.

According to Boçi, what is tragic and comical about this project is the fact that it was prepared by the State Agency for Strategic Programming and Aid Coordination (SASPAC), directly subordinate to the Prime Minister, which is led by the former Minister of Health, Ilir Beqaj.

Boçi stated that millions are expected to be thrown into waste management infrastructure to return to the previous recycling strategy that Rama himself abandoned in favor of incineration. 

" What makes this project of national importance, as the government calls it, tragic and comical, is the fact that it was prepared by the State Agency for Strategic Programming and Aid Coordination (SASPAC), directly subordinate to the Prime Minister, which is headed by the former minister of Health, Ilir Beqaj.

So, the famous signatory of the incinerators, and the man under investigation for the massacre in health, Ali baba of Streilization, have joined together to add 113 million euros to the black river that has taken four times as much public money.

Rama and Beqaj are the only government officials in the world who manage to have the courage to marry failure with theft, and to present it as a 'priority policy of unique national importance'.

According to documents obtained by BIRN, millions are expected to be thrown into waste management infrastructure to revert to the previous recycling strategy – which Rama himself abandoned in favor of incineration. 

Note: it took half a decade and half a billion euros for Rama and Beqja to understand that incineration does not work, but there is nothing like recycling.

The study on which the investment is based also makes an analysis of the waste management policies followed by the Albanian government, emphasizing that incineration is not only not expected to solve the problem with waste, but also violates the European directives for the circular economy, as it has not been implemented waste management hierarchy, where incineration is at the bottom of the pyramid.

Was this not known before? Couldn't this study be done earlier and save hundreds of millions of euros? Are they fools, amateurs or professional thieves?

Remember how Edi Rama made a fuss about incineration as a final solution to the garbage problem. He awarded, in the space of a few years, 3 concession contracts worth hundreds of millions of euros for the construction of incinerators in Elbasan, Fier and Tirana.

All three of these facilities are currently under state seizure by order of the Special Prosecutor's Office. 

Edi Rama bears no criminal or political responsibility. What it holds is the back of the Albanian taxpayer, to which another 113 million euros are added. For the recycling of waste, for which Rama had found the 'final solution' with incinerators.
