KPP, as a structured criminal group that robs businesses

The Public Procurement Commission is an institution, which is actually considered independent with the role of a "court", for complaints made by businesses regarding procedures they have in the field of public procurement. The Public Procurement Commissioner, or PPC, is considered a high administrative body that reviews complaints arising from concessions, public-private partnerships, auctions, competitive procedures, permits, etc.

The CPC has 5 members, a chairman, a vice-chairman and his/her members, who are appointed by the Assembly upon the proposal of the Council of Ministers and have a 5-year mandate and are re-elected only once.

The KPP is led by vice president Fiorent Zguro and members Anila Malaj, Kreshnik Tërnova and Gjergj Mersini.

Although it is called an independent institution and is financed by the state budget, the members of this commission are of course elected by the party and formally pass through the assembly, "depend" directly on friendly ministers, the prime minister or various political lobbies. They are "sold" as independent personalities or characters, but they are completely dependent, beyond politics.

Why did we call it a structured criminal group?

Jonaid Myzyri, former head of the KPP, under indictment by SPAK after securing several wiretaps by investigators of the Special Prosecution Office, who during the investigation had wiretapped an official and were then able to file charges, that of violating equality in tenders, where the defendant was also the head of the institution, Jonaid Myzyri, after five years of investigation. The agents uncovered the official's conversation with her mother where she talks about the theft of 200 thousand euros in her apartment and appears concerned about the taking of her brother hostage by masked robbers.

In one of the conversations, the official states that, among other things, "we are signing like sheep for that dwarf." A phrase that prosecutors see as a clear reference to the head of the KPP, Jonaid Myzuri.

The investigation against the latter began in 2020 when he took office, following suspicions that he had dictated the actions of other members of the Public Procurement Commission in cases of reviewing complaints against procurement procedures. The charge relates to the tender for the maintenance of the 58.7-kilometer Shpal-Ura e Repsit road axis worth 2.29 million Euros.

What about the other members?

Këta janë të ndikuarit në të paktën një rast. Tani që Jonaid Myzyri është pezulluar nga detyra dhe është nën akuzë KPP ka tjetër drejtues dhe antarët vazhdojnë detyrën. Për të vërtetuar këtë mjafton të shohin se cilat janë standardet që ndjek KPP-ja.

Në të paktën rreth 15 apo 20 praktika që CNA ka verifikuar, rezulton që e zeza bëhet e bardhë dhe e bardha bëhet e zezë. Kuptohet paraja hedh ujin në hava, thotë populli.

Vetëm gjatë vitit 2025, KPP ka shqyrtuar gati 1200 ankesa dhe ka dhënë 1900 vendime, nga rreth 250 autoritete kontraktuese dhe rreth 360 operatorë të ndryshëm ekonomikë. Pra, ne kemi parë në 1900 vendime vetëm 15 apo 20, ku ato përgjimet e firmosjet e Jonaidit janë ku thërret qameti me mjashtrat në detyrë.

Në rast se humbësi e ka çuar në KPP, subjekti fitues që do ta fitojë kërkon ta lërë në fuqi vendimin. Këtu fillojnë pazaret. Tarifa e lënies në fuqi shkon nga 5 deri 10%. Në rast se do përmbyset, shkon 20% e më tepër.

Në KPP bëhet kërdia

Më pas çështjet shkojnë edhe në gjykatë, me dhjetëra raste të fituara, ndoshta dhe të tjera të humbura, por grupi i KPP-së i drejtuar nga Jonaidi dikur, tani nga një tjetër skandaloz si Fiorent Zguro vazhdon detyrën.

KPP është një institucion i korruptuar, ku përqindjet përmbysin tenderat sa në një kompani në një tjetër. E thënë thjeshtë, në rast se ti fiton tenderin dhe të ankimon konkurrenti, ti duhet t'i japësh lekët në KPP që të mbash vendimin. Në rast se konkurrenti është më i fortë se ty në pagesë, KPP-ja e përmbys vendimin.

CNA ka verifikuar rreth 15 raste ku e zeza është e bardhë dhe e bardha është e zezë, ku KPP-ja funksionon tërësisht si një grup i strukturuar kriminal, si një bandë gjobaxhinjsh ndaj bizneseve.

Ato që i janë gjetur Jonaidit janë asgjë me atë që vazhdon të ndodhë në KPP. Myzyraj “ra dëshmor”, por të tjerët janë në krye të pazareve.

The KPP is an independent institution that must do justice when the competitions held in institutions have problems, have legal violations, then standards and justice are needed. Today, the KPP serves as a roof to fill the pockets of this criminal group, which SPAK cannot leave with Jonaid. It must get to the bottom of it since the KPP has turned into a structure beyond criminality. It is enough to go to the KPP to understand what is happening with public procurement in the Republic of Albania. From the lowest thieves to the highest domes.

It is enough to “grab the throat” of the Public Procurement Commission to understand the truth of corruption in the public procurement pyramid, how tenders are overturned, how they are won at maximum values, how others are pre-determined or overturned. The tenders in the Tirana Ring Road, which SPAK is investigating, compared to those that the Public Procurement Commission is doing, are a drop in the ocean. The “ocean” of corruption at the top of the pyramid has the Public Procurement Commission. The biggest deals are opened and closed there, tenders are opened and closed there, being overturned by percentages from leaving the decision in force by 10% to 20 or 30% for overturning the various decisions that this institution makes.

The KPP functions entirely as a structured criminal group and is there, on paper as an independent institution, but completely under corrupt political control, throughout its entire structure and as we emphasized, we saw very few procurements, about 15, which were turned upside down, but there are dozens and hundreds more where black becomes white and white becomes black, and the answer is simple: It is enough to check the KPP, the vendiums and the pockets of these officials to understand how this structured criminal group immersed in corruption and affairs operates. /CNA
