While public transport operators are awaiting the approval of the emergency package, where they unanimously requested a subsidy of 100 lek per liter of diesel for 6 months, it is learned that the General Directorate of Road Transport Services (DPSHTRR) has begun calculating the diesel consumption by operators throughout 2025.

Also verifying the invoices declared for the purchase of oil in order to open the budget fund for compensation.

Operators have also been asked to submit oil purchase invoices during 2025.

On Friday, in another letter sent to the Ministries of Finance, the Ministry of Economy, Infrastructure and Energy and the Municipality of Tirana, the National Association of Urban Transport and the Association of Urban and Interurban Transport confirm that there is full agreement among all operators on the 100 lek compensation per liter for diesel to cope with the cost situation.

"Regarding the above, we are awaiting the support and approval as soon as possible of the emergency package, specifically the financial compensation mechanism for fuel, according to the submitted request, which provides for compensation at the level of around 100 lek/liter, as a necessary measure for the immediate stabilization of the situation.

This mechanism, also based on previous precedents from 2022 (VKM no. 225, dated 13.04.2022 "On determining the procedures, documentation and compensation measures for urban, suburban and intercity transport companies, part of the anti-crisis package"), is considered an immediate solution to avoid reducing the fleet and service," the letter states.

Transport Associations estimate a fund worth 3 million euros for compensation.

"If in 2022 the state budget made available a fund worth 500 million lek, 60% of it or about 300 million euros was used for the 6-month compensation. The calculated expenses remain the same. So, a fund of 3 million euros is needed at the disposal of operators even for this crisis," Kostandin Foni, president of the Urban Transport Association, previously told Monitor.

In addition to fuel compensation, Public Transport associations are demanding that the government also pay attention to the review of taxes for the sector.

"At the same time, we emphasize that after the approval of the emergency package, it is necessary to fully and sustainably address all fiscal elements that burden public transport operators. In this regard, it is required to immediately, in the coming days, launch a concrete process for the review of the main taxes that directly affect operating costs, including excise duty, turnover tax and VAT, with the aim of easing the financial burden and creating a more sustainable structure for the sector."

"The purpose of this process is not only to address the current situation, but also to prevent the recurrence of similar crises in the future, ensuring that operators do not find themselves in unsustainable financial conditions in other cases of price increases or unforeseen developments in the market," the operators' letter sent to the ministries stated./ Monitor Magazine
