CNA has published about 16 pages of documentation of SPAK's accusation about the Tirana incinerator, where there are communications from various institutions, ministries, the Municipality of Tirana, emails, the appearance of Klodian Zoto, Mirel Mërtir and the people of the incinerators to secure the contract concessionaire for the Tirana landfill and generator.

Also published is the fact of the benefit that Alqi Blako had, a machine worth about 120 thousand euros, which was bought for the account of his father's factory, but was paid for by Klodian Zoto's wife a few weeks before the concession contract was signed for the incinerator of Tirana.

According to the official document that SPAK has sent to the Special Court of First Instance, it turns out that persons who were administrators and shareholders of the company were interrogated.

CNA is bringing the testimony of Giuseppe Ciaffaglione, who was questioned by the Italian judicial authorities on June 22 of last year by letter, this one executed directly.

SPAK, after having seized a quantity of documents of the company "Integrated Energy BV SVP" in Tirana, has asked the citizen Giuseppe Ciaffaglione about the signing of the contract between "Integrated Energy BV SVP" and the company "Integrated Technology Services" of Klodian Zoto in December of of 2017, but Ciaffaglione states that he did not sign this contract and that he was looking at this contract for the first time.

Also, he has stated that he is not aware that Klodian Zoto's company "ITS" has supplied or brought materials for works to the Tirana incinerator site.

But according to SPAK, in the analysis of the sales books of the company "Integrated Energy BV SVP" it turns out that it was declared to the tax authorities that a sale was made to the Municipality of Tirana in the amount of ALL 5.8 billion, i.e. the figure that was often declared by the media, which have published the scandal of the incinerators, about 60 million dollars or about 60 million euros, since the exchange value today is almost the same.

From the analysis of the sales books, according to page 17 of SPAK, it is emphasized that the Municipality of Kavaja also paid a figure of about 1.3 million dollars. The Municipality of Vora also turns out to have paid an amount of about 180 thousand dollars.

Më tej, theksohet se kompania e inceneratorit të Tiranës “Integrated Energy” ka marrë faturë dhe ka deklaruar në organet tatimore vlerë punimesh rreth 28 milionë dollarë nga kompania “Integrated Technology Services” e Klodian Zotos.

Në dokumente thuhet janë kontrolluar llogaritë bankare nga SPAK të kompanisë “Integrated Energy” në bankat e nivelit të dytë dhe qartësisht tregohet se janë paguar shuma edhe më të mëdha, sipas vlerave të renditura 30 milionë dollarë dhe rreth 6.7 milionë euro.

Këto janë shuma që kompania “ITS” e Klodian Zotos ka përfituar nga kompania e inceneratorit “Integrated Energy BV SVP”.

Vlera shkon rreth 36.8 milionë dollarë, të siguruara nga kompania e Klodian Zotos nëpërmjet kompanisë së inceneratorit të Tiranës, pagesa të kryera këto sipas vlerave që janë siguruar në bankat e nivelit të dytë.

Nga rrethanat, thekson SPAK, rezulton një mospërputhje e dukshme e shumave monetare të paguara nga koncesionari i Tiranës, në drejtim të shoqërisë së shtetasit Klodian Zoto, krahasuar me faturimet e kryera nga shoqëria.

Këto janë disa të dhëna që tregohen nga SPAK, e cila më pas në faqen 17 të kërkesës ka nxjerrë edhe detaje në lidhje me shërbimet që ofronte shoqëria ITS e Klodian Zotos.

Sipas SPAK, nga aktet e administruara në shoqërinë e Klodian Zotos “Integrated Tecnology Services” në lidhje me koncesionin, ka përfituar prej saj nga fatura tatimore të falsifikuara rreth 5 milionë euro, duke paraqitur dhe deklaruar fatura për punime të kryera si nënkontraktor i shoqërisë “Integrated Tecnology Services” me subjekte fiktive, të cilët rezultonin të regjistruar si operatorë ekonomikë, por nuk kanë kryer asnjëherë asnjë aktivitet real tregtar.

Në rastin konkret, thekson SPAK, Klodian Zoto ka deklaruar punime të kryera për llogari të kompanisë koncesionare, në bazë të kontratave të falsifikuara, duke paraqitur një marrëdhënie kontraktuale mes shoqërisë së tij “Integrated Tecnology Services” dhe shoqërisë koncesionare, por në të vërtetë rezulton se Zoto dhe Mërtiri janë aksionerët “de facto” të shoqërisë “Integrated Energy BV SVP” që ka fituar kontratën koncesionare për ndërtim landfilli, inceneratori dhe rehabilitimin e venddepozitimit ekzistues në Tiranë.

Duke përdorur skemën e falsifikimit janë përfshirë disa kompani, të cilat SPAK i ka qartësuar dhe ka mundur të sigurojë edhe dokumentat e shitjeve të falsifikuara të kryera në një efekt zinxhir, që shkon nga inceneratori i Tiranës, te ITS-ja e Klodian Zotos dhe disa kompani të tjera.

Rasti Ciaffaglione është më flagranti dhe deponimet e tij ai qartëson, tregon se nuk ka firmosur kontrata, nuk ka firmosur dokumenta, të cilat janë sipas tij dhe duket qartazi se SPAK i ka provuar të falsifikuara, pra firma e tij është përdorur nga Klodian Zoto, Mirel Mërtiri apo persona të tjerë për të kryer pagesa fiktive për shërbime të padhëna, apo punime të pakryera.

Giuseppe Ciaffaglione ka qenë administrator i inceneratorit të Tiranës, është edhe aksioner i saj me vlerën 20%, por ai ka deklaruar se këto aksione nuk i ka blerë dhe nuk ika si vlerë monetare, por i janë dhënë për shkak të kapaciteteve teknike që ai zotëronte, duke njohur mirë fushën në të cilën po operohej.
