The Head of the Special Appeals Commission, Sokol Çomo, at the roundtable "30 years of partnership and progress: Albania, the Council of Europe and the Venice Commission" stated that by June 2026 there are still 38 magistrates awaiting the decision from the KPA and 48 appeals still unexamined.

Çomo stated that the work of the institution for transitional reassessment has been evaluated by the European Court of Human Rights and also by European institutions in the context of Albania's integration into the EU.

 

"With the acquisition of international expertise, the opinions of Venice played an important role. In 2017, the three evaluation institutions, KPA, KPK and the Public Commissioner, were established.

The approval of structures and salary qualification was given as competence to the Law Commission, it was a process where the legislator took over the smooth running of these 3 institutions.

The KPC conducted the process of temporary reassessment of assets and professional integrity. The KPA was attached to the Constitutional Court and served as a court.

718 complaints were submitted to the KPA, which indicates a very high volume.

The Assembly in 2022 decided to extend the mandates for the Special Appeals Commission but not for the Special Qualification Commission and the Public Commissioners, this brought problems.

The Special Appeals Commission was given only 1 year to complete its mandate and faced a high volume.

We still have 48 appeals left to review until June 2026. In total, 38 magistrates are still awaiting a decision by the end of the process.

The reassessment process has received assessments within the framework of recommendations for Albania's integration into the EU.

"With the completion of this process, the institutions will continue their work in accordance with the architecture of the new justice system," Çomo declared./ CNA
