The member of the Presidency of the DP, Aldo Bumçi, has analyzed the two facts regarding the issue of the privatization of the former Partizani complex, for which Jamarbër Malltezi is in prison, while former Prime Minister Sali Berisha is accused of passive corruption.
In an interview with the media, Bumçi has shown that the first fact is that even socialites have accepted that the property belongs to 5 honorable families from Tirana and one of the heirs is Malltezi.
While the second fact emphasized by Bumçi is that the Begeja family, where Malltezi is the heir, did not have preferential treatment to receive their property.
Besides these, Bumçi underlines that Berisha does not have any firm or decision making on this issue.
" The first issue, is there an accusation that the property did not belong to the Begeja family and other honorable families, Vaqarri, Llagami, Saliaga, Alimehmeti? So is this a property taken by the state from these 5 families together with Mr. Jamarbër Malltezi? No! There is no such charge. He took this property from other private persons because they were powerful and took it from someone who had no means? No! This is their historical property and there is no one in the PS today, it is a proof since in the report they said that they were expropriated by the decree of Jakomon to build the airport but they did not bring out the data that there were other families for a much larger land away.
Today, even those who make the accusation admit that the property belongs to 5 honorable families from Tirana and Mr. Jamarbër Malltezi is one of the heirs.
This is the first fact.
The second fact. Has there been preferential treatment towards these families? According to the data, it took him about 15 years to get the property, not to be happy that it took another time, that passed from the 90s in the socialist government and further and it took him 4-5 years in the democratic government, so there is no privileged treatment when you have 20 years in total, you are like everyone else.
The Begeja family is one of the 3-4 largest families in Tirana as land owners. And how much they received, they received less than 10%, about 5%, so we are not dealing with a family that was treated differently from others. It took about 5% of the properties they had before '44.
The second moment, is privatization a right, yes a right recognized by the law and in 2004 the Nano government passed the law on the army's properties even for the army because they were tens of thousands of hectares in the entire territory and today it is the army of NATO with a few thousand soldiers and what happens to the properties? The law at the time of Nano says that these properties are taken by the owners, they have the right to privatization and the state pays the rent if it is not returned immediately. Very clear. Fatos Nano's law applies only to these properties. So they are owners and have the right to privatize.
So Mr. Berisha has no firm or decision-making on this issue, an issue that has unfortunately gone through an ordeal like all the other owners", said Bumçi./ CNA
