Arrest of former IMT chief inspector/ Police: Abused his duty

The Director of the Durrës Local Police, Vilson Bala, in a press conference, gave the official announcement on the arrest of the former IMT Chief Inspector, Ardian Halili.

Bala stated that Halili had misused and abused his position during his time as chief inspector by building without a permit on an area of ??5,600 square meters.

The unauthorized buildings were built in the years 2018-2021, precisely at the time when Halili was on duty as chief inspector.

Bala said that investigations continue, as well as the action to clear public spaces.

"I am here today, together with the Deputy Director for Public Order Çlirim Nela and the Head of the Durrës Police Station Algert Gjonaj, to announce the actions of the structures of the Durrës Local Police Directorate, in cooperation with other state structures tasked by law with preventing unauthorized construction, identifying those that have previously been built without permission, and capturing and arresting owners or administrators who have carried out or dare to carry out unauthorized construction.

In this context, the Criminal Investigation structures at the Durrës Local Police Directorate arrested citizen AH in flagrante delicto.

Following the work to locate unauthorized constructions, identify and arrest the responsible persons, during verifications carried out by the Police and IKMT services, this citizen was caught carrying out unauthorized construction works in his entity "Sent Michele Rezidencë".

Citizen AH built this facility, which consists of 11 studio-type cabins, a 2-story building, a mini-football field and a swimming pool, on a land area of ??5,600 m², during the time he held the position of Chief Inspector of the IMT in the Municipality of Durrës, specifically during the years 2018-2021.

The verifications carried out showed that the construction of this unauthorized facility began in 2018 and onwards.

The materials were referred to the Special Prosecution Office against Corruption and Organized Crime, Tirana, for the criminal offenses: "Illegal construction for profit", "Corruption of senior officials" and "Abuse of office".

This case is the clearest evidence of how state officials, by abusing their state duties, have intentionally abused their power to gain profit, in this case construction in violation of every law and rule.

Turning a blind eye, or siding with abusers, or worse yet, building without a permit yourself when you are on duty to prevent this criminal offense, will end once and for all in the Durrës district.

In this spirit of law enforcement, the action to free public spaces is continuing. The coordination of actions between the structures of the State Police, the Municipal Police, the IMT and the IKMT is yielding results every day in this regard.

The General Director of the State Police, Major General Ilir Proda, in a telegram sent to the Police structures in the regions, has requested the intensification of the actions of the Police structures to prevent criminal events, the identification and bringing to justice all those who attempt to carry out unauthorized construction, occupy public spaces, those who cause arson, noise pollution or block the circulation of emergency vehicles.

"I take this opportunity to invite the citizens of Durrës district to denounce to the Police structures any illegality, in any field that it appears, any negligence or abuse of duty by police officers or any state institution that has the duty to provide services to citizens and enforce the law, guaranteeing that the reaction of the Police structures will be immediate, in accordance with the law, to any concern that will be addressed by them," said Bala. / CNA
