Vlora/Pacolli Airport: Court lifts restrictive measures against MABCO

Businessman Behgjet Pacolli has made another reaction regarding the conflict at Vlora airport.

Pacolli announces that today the Tirana Court has lifted the restrictive measures on the administration of the VIA company by the majority partner.

The businessman, in his reaction, says that with today's decision, there is no court decision in effect against MABCO.

Pacolli also says that the MABCO company will commit to opening the Vlora airport as soon as possible.

Another judicial decision was made today by the Tirana Court, which lifted the restrictive measures illegally imposed by Judge Miranda Nakaj regarding the administration of the VIA company.

Judge Nakaj has been reported to SPAK for decisions that, according to the allegations, are contrary to the decision of the Supreme Court.

It was precisely through that illegal measure that the VIA Assembly, scheduled for 06.06.2026 to change the administrator, was blocked. As a result, the illegality and the causing of significant damages imposed since October 2025 continued, which culminated in the blocking of entrances to the Airport for months, depriving Mabco's subcontractors of their right to work on the execution of the project and the completion of the works.

I am grateful today to the First Instance Court of General Jurisdiction of Tirana, which considered Judge Nakaj's decision to be contrary to the law and decided to replace the security measure of 05.06.2026, removing any restrictions regarding the administration of the VIA company by the majority partner.

In its statement today, during the announcement of the decision, the Court also relied on the reasoning of the Supreme Court's decision, which had restored to the majority partner (MABCO) the right to administer the company and to exercise the rights deriving from its quota.

This is another decision that clearly proves, through already proven facts and groups of facts, that all the security measures previously imposed on Mabco were illegal. As the courts state, these illegal measures attempted to neutralize Mabco in the opening of the airport.

From today, no measure or judicial decision has any power against our society.

We want to commit to opening the airport as soon as possible, for the good of Albania and Albanians.

We once again appeal to all public institutions, including the Ministry, the Bar and the Police, to take all measures in implementation of the court decisions, with the sole purpose: guaranteeing access to the construction site of the Mabco company, employees, subcontractors and work tools, as well as the early completion of this project of public interest.
