Administration in the air even in 2023/ 3.6 million euros for avionics tickets

Last year, public institutions spent 371 million ALL on purchasing international air transport tickets.

The official data in the system of the Public Procurement Agency show that this fund has increased by 22% compared to the previous year when the value for the same service was 302 million ALL.

In total, the number of ticket purchase procedures was 2524, for which there was also one winner. Procedures of this nature account for 13% of the total procedures announced in the APP system, being ranked after competitive procurement procedures with a limit fund of over 1 million ALL, while in first place or 60% of the total procedures are occupied by purchases with a value of small.

"The number of international air transport ticket purchase procedures announced for 2023 is greater compared to 2022, specifically we have 577 more procedures" - notes APP.

APP underlines that contracting authorities use the simplified Dynamic Procurement System as a way to ensure the purchase of international air transport tickets.

"This system is open to all economic operators, who are registered in the electronic procurement system and who have the international air transport service as the object of their activity.

As it is foreseen in the relevant instruction of APP, the contracting authorities have implemented the procedure, taking into consideration all qualified economic operators for the realization of the service" explained APP.

Referring to the fund spent on the purchase of plane tickets in relation to the total procurement fund in 2023, APP estimates that it occupies 0.3 percent of the total. Referring to the annual analysis in the APP system after the publication of the procurement procedure, 4,007 contracts were signed which had a limit fund of 125 billion ALL.

The finalization of the competition for these procedures has made the fund obtained against that limit to be as much as 84.9 percent. This figure is significantly lower compared to other years when it was over 90 percent (specifically in 2022 this figure was 91.6 percent.

APP would estimate that during 2023, the fact is established that the total saved value of the procedures obtained against the total limit fund expressed as a percentage is 15% and compared to the previous year this value is significantly higher than in 2022 (where this value was 8.4%) which shows an increase in effectiveness in the use of public funds./ Monitor magazine
