14 officers arrested/ AMP publishes statistics for the period January-July

The Police Supervision Agency has published the statistical data of the work of this institution for the period January-July 2024.

During this time, 27 people were arrested and detained in flagrante delicto, among them members of the police, the Guard and the Ministry of Education.

The Police Supervision Agency for the period January-July 2024 has aimed to increase the efficiency of proactive investigations in order to combat illegality, in the ranks of the employees of the structures, mainly of the State Police, targeting the high, middle and first management levels of police management, not only those at the implementation/operational levels. The focus has also been placed on structures with a high risk of corruption, such as the border, traffic police, crime investigation, services to third parties, etc.

The results achieved, seen in a 10-year retrospective of the indicators of the criminal procedural investigation, show a significant quantitative and qualitative increase, where concretely so far we have had 175 referrals with 282 referred employees, compared to the same period last year where there were 128 referrals with 177 employees referred, which results in an increase of 37% in the number of criminal referrals, 59% in the number of employees referred and 68% in the number of proactive investigations.

Grouped according to criminal offenses, we classify the 175 criminal referrals for 282 subjects into:
- 63 referrals against 115 employees of structures and 2 citizens for the criminal offenses of "abuse of duty" and "passive corruption";
- 39 referrals to 90 employees of the structures and 25 citizens for the criminal offense of "abuse of duty" favoring "various forms of illegalities,
- 51 referrals to 55 employees of the structures and 4 citizens, for the criminal offense of "committing arbitrary actions"; "other intentional damage", "domestic violence", "beating due to duty", etc.,
- 22 referrals to 22 employees of the structures and 2 citizens for the criminal offense "improper driving" or "violation of traffic rules".

Edhe për periudhën Janar – Korrik 2024, “abuzimi me detyrën & ndërveprimet korruptive” rezultojnë të jenë forma më klasike e kundërligjshmërisë me rreth 58 % të totalit të referimeve, qoftë si formë e vetme apo në favorizim të formave të ndryshme të paligjshmërive, ku këto të fundit zënë rreth 22% të totalit të referimeve që variojnë nga njëra strukturë vendore në tjetrën e nga lloji i strukturës dhe përgjegjshmëria ligjore dhe funksionale që ato kanë. Në përqindje të konsiderueshme, rreth 29% të totalit të referimeve e zënë shkeljet/veprimet që kryejnë punonjësit e policisë gjatë ushtrimit të detyrës, të cilat prekin lirinë e shtetasve nga veprimet e tyre të pa drejta apo nga zbatimi i urdhrave arbitrarë të dhëne.

Theksojmë se, sa i përket veprimtarisë parandaluese, rezulton që për periudhën Janar-Korrik 2024, kemi 67 hetime proaktive kundrejt 35 hetimeve proaktive të së njëjtës periudhë të vitit të kaluar, ose ndryshe një rritje me 68% të numrit të hetimeve proaktive.

Krahas referimeve nga strukturat e hetimit të agjencisë, në cilësinë dhe përmbushjen e atributeve të Oficerit të Policisë Gjyqësorë, janë kryer me iniciativë ndalimet/arrestimet në kushtet e flagrancës si dhe ekzekutuar Vendimet e Gjykatave për masat e sigurisë të karakterit ndalues dhe shtrëngues, 92 masa ndaj 72 punonjësve të strukturave e 21 shtetasve, e konkretisht:
Arrestuar/ndaluar në kushtet e flagrancës 27 persona, nga të cilët:
− 2 punonjës policie të nivelit të parë drejtues
− 8 punonjës policie të nivelit zbatues
− 3 efektivë të Gardës së Republikës
− 1 efektiv i MZNSH
− 13 shtetas

Ekzekutuar vendimet e gjykatave për caktimin e masave të sigurisë, për 57 punonjës të strukturave dhe 8 shtetas, si vijon:

Masa e sigurimit personal “arrest në burg” caktuar për 10 persona nga të cilët:
− 2 punonjës policie të nivelit të parë drejtues
− 3 punonjës policie të nivelit zbatues
− 5 shtetas
Masa e sigurimit personal “arrest në shtëpi” caktuar për 9 persona nga të cilët:
− 1 punonjës policie i nivelit të parë drejtues
− 7 punonjës policie të nivelit zbatues
− 1 shtetas
Masa e sigurimit personal “pezullimi i ushtrimit të një detyre apo shërbimi publik” caktuar për 44 persona, nga të cilët:
− 1 punonjës policie niveli madhor
− 2 punonjës policie i nivelit të mesëm drejtues
− 12 punonjës policie i nivelit të parë drejtues
− 28 punonjës policie të nivelit zbatues
− 1 punonjës civil
Masa e sigurimit personal “detyrimi për t’u paraqitur në policinë gjyqësore” caktuar për 3 persona, nga të cilët:
− 1 punonjës policie i nivelit zbatues.
− 2 shtetas

Sa i përket veprimtarisë administrative të Agjencisë së Mbikëqyrjes Policore, në aspekt krahasimor për periudhën analizuese Janar – Korrik 2023/2024, rezulton se:

- There were a total of 2,216 calls to the Green Line, marking a decrease of 8.7% compared to the same period last year, when a total of 2,409 calls were registered.

- In the field of administration and handling of complaints, a total of 958 complaints were received, compared to the same period last year when 699 complaints were administered, it is found that there is an increase of nearly 37%.

- At the end of the administrative investigation, it was found that in 92 cases the complaints were founded, marking an increase of nearly 23% compared to the same period last year (with 75 cases).

It is worth noting that a positive indicator is the number of police officers, for whom at the end of the administrative investigation (complaints & inspections) they were recommended for the initiation of a disciplinary investigation for serious violations at the Agency's Disciplinary Investigation Commission and for violations light, in the Directorate of Professional Standards of the State Police, specifically 225 police officers for this period against 137 employees for the same period last year, with an increase of 64%./ CNA
