Procrastination of the Assembly/ Issues left pending in 2023

The Assembly was plunged into chaos and some of the hottest political issues remained in the shadows, such as the case of the Electoral Reform Commission, which dragged on for two years. Immigrants' vote, the question of the first time, the recommendations of the OSCE/ODHIR, are some of the deadlocked issues, which await urgent solutions.

The case of the People's Advocate remained in the drawers of the Assembly. The efforts stopped in March, with the end of the hearings of the main candidates. As from time to time, the parties passed the ball to each other, the year ended without determining the new People's Advocate. The Gambling Law also remains for 2024. While the draft for the Fiscal Amnesty has remained in the review phase with interest groups. Since 2019, when it was first presented by Prime Minister Rama, no concrete steps have been taken for approval. A series of obstacles appeared on the way, such as international criticism or objections from the opposition.

Meanwhile, as a result of the opposition action, the salaries for judges and prosecutors also fell, not being able to secure the majority of votes. Despite the readiness of Lulzim Basha, the votes of the deputies supporting him were not enough.

However, the other draft laws that were approved with the votes of the socialists were not accompanied by a parliamentary discussion. Most of them were voted on in an accelerated manner in sessions between flaming people and chaos, as was the Budget of 2024, the draft law for changes in the drafting of Investigative Commissions. Based on the "opposition action" in the Assembly, the majority changed the Assembly regulations with the votes of the socialists, where they increased the punitive measures against deputies who break the rules in the Assembly, excluding them from 10 days to 60 days.

In recent months, the discussion in the parliamentary committees was "online", and without the presence of the opposition, the laws were approved without discussion in the plenary sessions, the initiatives of the opposition were defeated together with the amendments, which makes the work of the parliament not comprehensive./ CNA
