Prime Minister Edi Rama is expected to unveil the Rama 4 government program during tomorrow's marathon session.
This program is based on three main pillars: European Albania, Sustainable Economic Growth, and Prosperity for All.

Pillar I: European Albania
European Albania is our national mission, the dream of generations and the duty of our generation. It is the compass that gives direction to every decision and pace to every reform. The goal is clear and close: full membership in the European Union by 2030. This is not just a diplomatic act, but a transformative process that makes the Albanian state fairer, the economy more competitive and public services closer to the citizen.
The rule of law is the foundation of European Albania. As we consolidate the independence of the judiciary, we aim, through an alliance with technology, to finally turn the page of Albanian justice towards an efficient system, without excessive delays and with the highest standards of protection of citizens' rights.
The new Criminal Code and Civil Code will be the pillars of a modern legislation strongly oriented towards European standards. The digital state is the modern face of governance. Public services become simple, secure and accessible through e-Albania and intelligent assistants, protected by a cybersecurity standard that respects the highest EU standards. Every citizen, in his daily relationship with the state, should feel Europe in his pocket and on his phone.
Public administration is built on integrity, transparency, and the reduction of bureaucracy through the injection of digitalization and artificial intelligence into all work processes. The fight against corruption is not only a moral battle, but a non-negotiable condition of integration. Procurement is modernized, accountability increases, and the state becomes an increasingly reliable partner for citizens and businesses.
Public safety and order are the foundation on which the well-being of citizens and confidence in the consolidation of Albania's image as a safe country with secure cities, villages and borders are built.
Modern policing, equipped with technology, led by professionalism and in increasingly intensive cooperation with European and international partners, guarantees order, prevents crime and is increasingly committed to protecting the rights of every citizen.
National security and defense are the guarantee of stability. Emergency capacities are strengthened, our armed forces are modernized and keep pace with NATO standards. A strong Albania makes the region stronger and makes Europe safer.
Foreign policy and the diaspora are our bridge to the world. Active diplomacy places Albania at the center of European dialogue and decision-making, while our empowered diaspora becomes our country's most trusted ambassador, opening doors for investment, markets, and talent.
The results are measurable and tangible: by 2027 we will conclude the negotiations, in 2028 we will sign the Accession Treaty, and in 2030 Albania will enter the European family with dignity. On that day, the red and black flag will wave proudly among the flags of the EU, not as a temporary visitor, but as an inseparable part of it.
This is the reality that we will build. The dream of generations will no longer remain just a dream, but will become the future of our children. European Albania is not a distant horizon – it is our immediate station, it is our common path, it is the victory of our generation.
Sustainable economic growth is the axis on which this governing mandate is built. It is not simply a number on the economic tables, but it is the guarantee that Albania moves forward with sound finances, with innovative entrepreneurship, with a fairer labor market and with macroeconomic stability that translates into higher incomes and a better standard of living for every Albanian family. Our growth is linked to the rules and discipline of the European Union, because only in this way can Albania become a full part of the great European economy.
Public finances are the guarantee of trust and sustainability. We aim for a state that plans responsibly, spends wisely and acts transparently. A sound fiscal architecture will be the bridge between growth and social justice: through tax equity, accountability and trust between the state and citizens.
Fiscal sustainability is not just discipline; it is the promise that future generations will find an economy stronger than today. Businesses are the heart of economic growth. A stable investment climate, support for small and medium-sized enterprises, and new spaces for innovation and entrepreneurship are our priorities. We aim for a society where innovation is a work culture, where technology improves public services, where startups turn into competitive businesses and where artificial intelligence is used responsibly to increase the quality of life. Our country will be a space where ideas are born, grow and penetrate the European market.
Tourism is the showcase and engine of our economy. We see an Albania that welcomes visitors all year round, with high standards of hospitality, with a strong cultural identity and protected nature. With investments in tourism infrastructure, with diversification of the offer, from coastal to cultural, mountain, health and sports tourism – our country is turning into an international success story. Tourism is not just about the economy, it is about history, culture and national added value.
Agriculture and rural development are the foundation of sustainability. With modern technology, integrated production chains and greater access to European markets, Albanian agriculture will guarantee food security, support exports and be directly linked to tourism. Rural development means more opportunities for farmers, more vibrant villages, stronger local economies and a balanced territory between city and countryside.
The Albania of 2030 is a full member of the European Union, with an open and competitive economy that keeps pace with the most developed countries on the continent. It is a green and modern economy, which turns every point of growth into more opportunities, more well-paid jobs and more tangible well-being for citizens. Economic growth is not just an objective – it is the path to a strong, sustainable and European Albania.

Children and young people are at the heart of our policies. From nursery and kindergarten, to schools that embrace technology and artificial intelligence, from vocational education linked to the real economy to universities with international programs – we guarantee an education system that prepares them for the future.
The family is the heart of society. A modern social state must provide affordable housing, support for young parents, care for people with disabilities, and close, quality community social services. Public health is the foundation of well-being. It starts free of charge with the family doctor, is supported by modernized hospitals, and operates with electronic files and prescriptions, guaranteeing citizens quality, equal, and dignified health care.
Pensions are the state's guarantee for the dignity of the generation that built the country. We will ensure that every pensioner has not only fair financial support, but also access to health, social and community services that make life safer and more fulfilling.
Youth is the energy of change. For young people, the transition from school to work should be easy; innovative start-ups and new entrepreneurship should be supported; sport and culture should be part of everyday life. Because youth is the generator of progress, creativity and faith in the future.
