What you need to know:

Registration on the list is done through the Electronic Platform for the Registration of Voters from Abroad (PER) which is administered by the Central Election Commission.

Registration requires an electronic device. First, the immigrant must create an account in the system, using a phone number, or an 'email', as well as personal data, such as birthday, place of birth, personal number.

The account is created only by showing the voter's face in front of the camera, to avoid family voting or through other persons. After creating the account, the voter must send a request to this system, where he needs an Albanian identification document.

At the time of registration, a passport or card is accepted even if it has expired. Another important document is a certificate that the person resides where he is registered.

The CEC accepts a variety of documents, from property documents, to leases or water, gas, energy, or any other subscription bills, including bank documents. The address is important so that the Central Election Commission can send the ballot and other guidance materials to the place where the immigrant lives.

Within 5 days, the CEC will inform the immigrant whether his request was accepted or rejected. In case of rejection, the voter will be informed of what he did wrong and will be given the opportunity to apply again.

The ballot is sent by the Central Election Commission through the postal service.

After receiving the ballot, the emigrant completes it according to the instructions of the Central Election Commission, choosing the electoral subject and/or candidate of their choice. The ballot is sent back to the Central Election Commission, calculating the time for it to arrive at this institution, no later than 19:00 on May 11, 2025.

The postal service costs for sending the ballot from the Central Election Commission to the emigrant, as well as its return from the emigrant to the Central Election Commission, will be paid by the Albanian state. /CNA
